Title: Senior Technical Legislative Liaison

Job Description:
Core Responsibilities:
Technical Legislative Advocacy: Serve as a technical SME on OIT's legislative strategy and act as the primary conduit for technical information between OIT, the Governor & Office, and the Legislature.
Federal & Technical Regulatory Tracking: Develop and maintain a technical compliance tracking matrix for federal IT policies (e.g., FCC, NTIA) and assess specific implications for state infrastructure and funding.
Policy & Financial Analysis: Conduct complex technical and financial research and analysis on existing programs and new legislative proposals to identify fiscal impacts. Direct Representation & Testimony: Prepare and deliver technical testimony for OIT and the Governor's Office during legislative committee hearings as a seasoned lobbyist.
Strategic Impact Assessment: Evaluate the impact of proposed bills on OIT systems and recommend specific policy, statutory, or system changes to executive management.
Mentorship & Capacity Building: Provide daily professional coaching and knowledge transfer to the internal acting legislative liaison on duties including stakeholder management and legislative protocols.
Executive Communications: Design and distribute executive-level materials, including committee presentations, budget request fact sheets, and formal reports.
Mandatory Requirements:
Professional Experience: Must possess a minimum of seven (7) years of seasoned experience in government affairs, public policy, or as a registered lobbyist in Colorado.
Lobbyist Registration: Must be currently registered as a professional lobbyist with the Colorado Secretary of State and adhere to all monthly reporting requirements.
Established Connections: Must possess established, active connections with Colorado state legislators and executive branch liaisons.
Required Knowledge, Skills, and Abilities:
Technical Translation: Demonstrated ability to translate complex IT infrastructure and financial programs into clear, persuasive communications for non-technical stakeholders.
Legislative Diplomacy: Ability to navigate high-visibility legislative environments in a tactful manner while maintaining and strengthening relationships with legislators and partner agencies.
Mentorship Methodology: Proven ability to provide formal professional coaching and transition institutional knowledge to junior or acting staff.
In-Person Attendance: Must be available to report in person to the Colorado State Capitol or OIT headquarters in Denver for hearings and meetings as required by the legislative schedule.
