DEFINITION: This is law enforcement work at the full performance level. An officer in this class normally serves as a uniformed deputy and receives general supervision from a shift supervisor. The officer will enforce state laws and Caroline County ordinances and enhance resident's quality of life through community interaction and problem resolution.

Performance will be evaluated periodically in accordance with established standards. EXAMPLES OF WORK: Patrols designated sectors while assigned to a rotating shift; performs vehicle and foot patrol; conducts physical security checks of private residences, commercial and business establishments, and public buildings; maintains high visibility and interacts positively with all persons contacted. Responds to radio dispatched calls for service; conducts on-view investigations and initiates calls; obtains and evaluates information, determines appropriate course of action; writes comprehensive, detailed, investigative reports; prepares cases and makes referrals to designated individuals and agencies.

Investigates reported and/or observable crimes against persons and property; apprehends and assists in the prosecution of criminal violators; conducts motor vehicle and pedestrian related accident investigations; issues motor vehicle and County ordinance violation citations; presents testimony in court. Communicates effectively in the English language, both orally and in writing, in person, via technical means and in reports. Executes both criminal and civil process documents as issued by the courts.

Conducts follow-up investigations by interviewing and obtaining statements from victims, witnesses, suspects and confidential informants; collects and preserves evidence in accordance with guidelines; takes crime and accident scene photographs; obtains fingerprints from persons and property. Effects arrests, performs searches of people, vehicles; buildings and outdoor areas; detains suspicious persons and vehicles; seizes contraband, weapons and property; restrains, searches, guards and transports detainees; participates in raids and/or search parties. Mediates disputes; intervenes in fights; pursues fleeing suspects; subdues attacking persons; disarms suspects; restrains hostile individuals; performs crisis intervention; refers victims and witnesses to appropriate individuals and agencies; assists in crowd control; administers first aid; extinguishes small fires; assists fire companies and performs rescue operation.

Performs such other duties as may be assigned. REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Thorough knowledge of Caroline County Sheriff Departments policies and regulations. Working knowledge of Article 27, Annotated Code of Maryland, Maryland Motor Vehicle Code, State, Federal and County resources, probable cause, and County ordinances which require enforcement by the Sheriff; preventative maintenance of motor vehicles, firearms and restraining devices; the geography of Caroline County, human psychology, report writing, court procedures and the rules of evidence.

Skill in the handling of firearms and restraining devices; in defensive and pursuit driving; interviewing of complainants and witnesses and the interrogation of suspects. Ability to analyze situations quickly and objectively, to determine proper courses of action, cope with situations firmly, courteously, tactfully and with respect for the rights of others, react quickly and calmly under emergency conditions, communicates effectively, continues to meet such specific physical, mental, emotional, experience, and other requirements as may be established by the Sheriff. Must be able to read and understand instructions, regulations and pertinent laws; solve simple mathematical problems; comprehend operator manuals that accompany equipment; solve moderately difficult problems; write concise statements.

Employee must successfully complete a 24-hour course of instruction on Child Sexual Abuse. ESSENTIAL FUNCTIONS: Must have vision of no less than 20/70 in each eye and 20/20 corrected; depth perception and field of vision of 170 degrees; night vision and ability to discern various colors; corrective lenses are acceptable. Hear the normally spoken word at twelve (12) feet; hearing aids are acceptable, identify various odors; communicate effectively in the English language; Lift, pull, push and carry seventy-five (75) pounds for a length of fifty (50) yards and up and down a eight (8) foot ladder; subdue a person of equivalent weight; Stand and/or sit for a period of one (1) hour, walk and run for a distance of one mile without a break; climb stairs and ladders; jump two (2) feet to get off a piece of equipment; Kneel for a period of fifteen (15) minutes; pick up or work on an item or a person on the floor; crawl on stomach or on back, turn while lying down from front to back and reverse without rising; Determine if an item is hot, cold or slippery; grasp items; work in confined spaces; work out-of-doors during inclement weather and maintain his/her emotional stability.

MINIUM EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited high school or be in possession of a General Education Development Certificate (G.E.D.), acceptable to the State Superintendent of Education and one year of work experience in a position dealing with the public. OR A.A. degree in the Administration of Justice or two years of college in a closely related field

AND FOR BOTH OPTIONS To be a certified police officer with the Maryland Police Training Commission, have successfully completed at least one year of probation with another police department within the State of Maryland and must have received a satisfactory evaluation from that department or must have completed three years of service as a deputy sheriff I. REQUIRED LICENSES AND/OR CERTIFICATES: Certified Maryland Police Officer Maryland class "C" driver's license Certified as a 1st Responder, to include CPR, by Maryland Emergency Medical Services or a similar certificate issued by a nationally recognized organization and accepted by the Maryland Emergency Services System. Certified in the operation of the automated external defibrillator procedure.

CONDITIONS OF EMPLOYMENT: Be at least 21 years of age at time of appointment. Have height in proportion to weight. Be of excellent moral character AND be able to pass a background investigation.

Meet the standards set forth in the Caroline County Substance Abuse Policy at time of appointment and subsequently at random while serving in this series. Must maintain the ability to execute the "Essential Functions" while employed in this class series. Officers newly appointed as deputies to the Caroline County Sheriff's Department must be certified Maryland Police officers and must have satisfactorily completed a minimum of one year's probation in a Maryland Law Enforcement Agency.

Such officers will need to serve an additional twelve months probation in the Caroline County Sheriff's Department. DESIRABLE ADDITIONAL QUALIFICATIONS: AA degree in Law Enforcement or Administration of Justice
