JOB OVERVIEW

Volleyball BC is the provincial sport governing body that encourages participation and fosters the development of volleyball across British Columbia. The organization's head office is located at the Harry Jerome Sports Centre (HJSC) in Burnaby, BC.

The Referee Development Manager is responsible for leading the ongoing development of Volleyball BC's referee pathway, ensuring that programs, systems, and initiatives support the recruitment, education, progression, and retention of referees across British Columbia. This role provides both strategic leadership and operational oversight to strengthen the referee system, improve the overall referee experience, and ensure the consistent delivery of high-quality officiating throughout the province.

Reporting to the Manager, Pathway Development, the Referee Development Manager leads the development and implementation of Volleyball BC's Referee Development Plan in support of the organization's pathway strategy. As Volleyball BC's technical lead for refereeing, this position works closely with referee leaders, the broader referee community across the province, and national partners to provide technical direction, oversee referee development initiatives and related operational processes, and support the continuous improvement of referee programs and services.

Volleyball BC is currently undertaking a comprehensive review of its referee system, which will inform a new Referee Development Plan and guide future priorities and initiatives. The Referee Development Manager will play a key role in shaping and implementing the plan. The responsibilities of the position may evolve to reflect the needs of the referee pathway and the organization.

Evening and weekend work is required during peak competition and program periods. Travel within the province may be required at times.

ROLES AND RESPONSIBILITIES

1. Duties
   

Referee Pathway

1. Lead the development, implementation, and ongoing review of Volleyball BC's Referee Development Plan in support of the organization's pathway strategy.
2. Provide technical direction for the provincial referee pathway, including recruitment, education, development, progression, and retention.
3. Support the development of referee educators, evaluators, mentors, and other technical leaders to build capacity throughout the province.
4. Establish and promote consistent standards and practices for referee development across British Columbia, aligned with Volleyball BC policies and the national officiating framework.
5. Oversee referee-related systems and initiatives that support development opportunities and competition quality, including the allocation of referees to Volleyball BC events.

Administration

1. Oversee the effective administration of Volleyball BC's referee programs, systems, and operational processes to support the delivery of the referee pathway.
2. Oversee referee registration and maintain accurate records and information systems related to certifications, eligibility, participation, and progression.
3. Maintain appropriate reporting and data to support referee development, program evaluation, and organizational decision-making.
4. Support the development, monitoring, and administration of annual referee program budgets, ensuring resources are aligned with organizational priorities.
5. Contribute to the planning, delivery, and evaluation of Volleyball BC competitions and referee development initiatives.
6. Ensure referee programs and administrative practices align with Volleyball BC policies, procedures, and Safe Sport requirements.

Partnership Engagement

1. Act as Volleyball BC's primary staff resource for the referee community, building positive relationships and open communication with referees, referee leaders, and other key interest holders.
2. Provide staff leadership and administrative support to Volleyball BC's referee governance structures, committees, and working groups, supporting the implementation of organizational priorities and initiatives.
3. Work collaboratively with other Volleyball BC staff, regional referee representatives, and national partners to support the consistent delivery and continuous improvement of referee programs and services.
4. Build and maintain effective relationships with clubs, referees, and partner organizations to support the delivery of high-quality officiating experiences across British Columbia.
5. Communicate clearly and effectively with interest holders, promoting collaboration, transparency, and engagement across the referee community.

2. Working Conditions

1. Primary working location is a standard office environment, with flexibility for remote work as approved by Volleyball BC.
2. Evening and weekend work is required during competition seasons, referee programs, and major events.
3. Time will be spent at both indoor and outdoor volleyball facilities throughout the year in support of referee development programs and competitions, including:
   • Direct exposure to all outdoor elements for extended periods of time: sun, wind, rain, heat, and dust/sand at beach courts;
   • Direct exposure to loud noise due to live sports and music in an enclosed area;
4. Travel throughout British Columbia is required to support referee development initiatives, competitions, meetings, and other organizational priorities. Access to a personal vehicle is required.
5. Occasional travel within Canada may be required to attend Volleyball Canada meetings, conferences, or other referee development activities.

3. Qualifications

Required Knowledge, Skills, Abilities:

• Knowledge of volleyball officiating, referee pathways, and the provincial and national officiating framework.
• Demonstrated ability to develop, implement, and evaluate programs, initiatives, and long-term plans.
• Excellent organizational, project management, and administrative skills, with the ability to manage multiple priorities and deadlines.
• Strong leadership and relationship-building skills, with the ability to work collaboratively with referees, volunteers, staff, and partner organizations.
• Ability to analyze program data and other information, identify opportunities for improvement, and support evidence-informed planning and decision-making.
• Experience managing information systems, reporting, and program data.
• Commitment to Safe Sport principles, inclusion, and continuous improvement.

Training and Experience:

• Post-secondary education in Sport Administration, Education, Recreation, Business, or a related field; or an equivalent combination of education and experience.
• Minimum of three to five years' experience in sport development, officiating, program administration, or a related leadership role.
• Experience leading volunteers, committees, or technical leaders within a sport or recreation environment.
• Experience working within a provincial or national sport organization is considered an asset.

3. Licenses, Certificates and Registrations:

• Valid Class 5 Drivers License issued in British Columbia required;
• Completion and maintenance of clear Criminal Record Check required;
• Current or former volleyball referee certification is required;
• First-Aid and CPR training is considered an asset;
• NCCP Certification in Volleyball and other sport disciplines is considered an asset.
