Job description

Description Under general supervision, an employee in this class performs routine budget preparation and analysis in the preparation of budget requests for a large department or agency. Work is reviewed by a Senior Budget Analyst or department head through discussion, reports and observation of work in progress and upon completion. Does related work as required.

Examples of Duties Assists in the preparation of departmental budget estimates and justifications Analyzes program plans of operating agencies and departments utilizing workload trends, cost factors, cost data from prior years and character and quality of services provided Assists supervisors in the preparation of plans for program changes Reviews and summarizes accounting control reports Prepares reports and summaries Knowledge, Skills & Abilities Good knowledge of the principles, practices, methods and techniques of public administration, public finance and budgeting Good knowledge of statistical methods and of modern office practices Ability to read and interpret written instructions and to accept general direction Ability to analyze facts and to exercise sound judgment in arriving at conclusions Ability to keep records and prepare and submit reports Ability to implement and analyze computer ledger sheets Ability to express oneself clearly and concisely, both orally and in writing Physical condition commensurate with the demands of the position Minimum Qualifications OPEN COMPETITIVE Graduation from a New York State or regionally accredited college or university with a Bachelor's Degree in Public Administration, Business Administration, Finance, Accounting or a related field, and one (1) year of experience in budgetary review and preparation. NOTE: Relevant additional education from a New York State or regionally accredited college or university will be substituted for experience on a year-for-year basis. PROMOTIONAL Two (2) years of permanent competitive status as a Budget Technician.
