Summary
You will serve as an entry/developmental Security Specialist at the GG-09 grade level performing basic tasks regarding security functions and tasks involving the implementation or execution of security programs with the objective of detecting and preventing security problems which might endanger the activity or service, its sensitive operations, or its classified information.

• You will carry out all assignments necessary to implement security throughout the activity to meet Department of Navy and national security program requirements.
• You will learn to identify gaps regarding personnel, information and physical security.
• You will participate in all tasks related to Sensitive Compartmented Information (SCI) process and education.
• You will collaborate and learn to use technology in order to identify the design, and working conditions of technology to protect the physical layout of facilities in geographic area.
• You will participate in all phases of information security in order to prevent hostile intelligence penetration.

• You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
• You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
• Males born after 12-31-59 must be registered for Selective Service.
• PPP applicants must currently hold the required security clearance.
• This position may require a 2-year DCIPS Trial Period.
• This position may require a polygraph examination.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• This is a Security Professional Educational Development (SPeD) position and requires DoD certification. Selectee must obtain and maintain certification within prescribed timeframes. See "Additional Information" section for more information.
• Must attend a Navy Special Security Officer (SSO) Class within the first 12 months of employment.

Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS/GG-07) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties:

1. Conducting investigations of personnel and physical security incidents to include initial reporting and documenting findings in accordance with policy.
2. Identifying protection measures and operational efficiency and effectiveness for personnel, information and physical security programs in accordance with regulations and directives (ICD 704/705).
3. Preparing security reports, correspondence, studies, and messages in final form for inclusions into files and or to customers.
4. Executing policies and procedures required to manage Sensitive Compartmented Information (SCI).

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a master's or equivalent graduate degree.
OR
Successful completion of two full years of progressively higher graduate level education leading to a master's degree.
OR
Obtained an LL.B. or J.D. that is related to the position being filled.
OR
You have a combination of experience and graduate education as described above that equates to one year of experience. Your percentage of the required education plus your percentage of the required experience equal one hundred percent.

Additional information
This position is designated as a Security Professional Education Development (SPēD) position with a Security Fundamentals Professional Certification (SFPC) and Physical Security certification (PSC) requirement. The SFPC and PSC is a DON baseline certification for security workforce employees that support/execute security programs that focus predominantly on the protection of, or vetting the access to, sensitive and/or classified information.
The incumbent must obtain certification within 24 months of assuming the position. SPēD certification/s must be maintained and undergo renewal process every two years in accordance with SECNAVINST 5500.38. Failure to obtain and maintain this condition of employment could result in disciplinary action and/or removal from employment.
May work weekdays other than Monday-Friday.
If selected below the full performance level, you may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Promotion is neither implied nor guaranteed.
This position is covered by the Department of Defense Priority Placement Program.
