The Climate Investment Funds (CIF) is the world's largest multilateral climate fund, with 13.5 billion channeled through six Multilateral Development Banks (MDBs) to 78 countries. CIF financing catalyzes climate action in developing and middle-income countries by funding transformational projects that reduce emissions, build resilience, and accelerate the transition to clean energy and sustainable development.
CIF operates through a unique partnership model that brings together governments, MDBs, the private sector, and civil society. This collaborative approach ensures that climate finance reaches those who need it most while testing innovative solutions that can be scaled globally. The CIF Secretariat, hosted by the World Bank, supports the work of the CIF governing bodies, including strategy and policy development, as well as reporting; manages internal and external institutional relations as well as strategic partnerships; supports program development; delivers a large program of thought leadership, knowledge and learning work; and is responsible for portfolio risk management and new private sector capital mobilization modalities and initiatives.
CIF funding, featuring high quality financing and high co-financing ratios, empowers developing countries, lowers risk, enables first-of-their-kind investments, and contributes to transformational change.
The CIF Secretariat is seeking a Senior Climate Change Specialist to oversee CIF's monitoring, portfolio, and results management functions. The successful candidate is expected to collaborate effectively with teams across the CIF Secretariat, as well as CIF's key stakeholders, including CIF partner Multilateral Development Banks (MDBs), CIF contributors, recipient countries, and the CIF Trustee. He/she will report directly to the Deputy Chief Executive Officer (DCEO).
The position is based in Washington, D.C. and involves mission travel.

Duties and accountabilities: 

Supervision of the Portfolio and Results Management Team
Supervise a team of operational and technical specialists working across CIF's portfolio management, monitoring and reporting, and results management functions
Lead, motivate, and mentor the team, monitoring performance, fostering ongoing professional development, and ensuring staff have the knowledge and skills to achieve their work objectives
Manage delivery timelines and quality assurance of team outputs
Portfolio and Results Management
Oversee implementation of CIF's portfolio management system in coordination with internal CIF teams and external partners, including pipeline management, operational reporting, CIF policy compliance, data management, and overall management of the CIF Collaboration Hub (CCH) web-based platform
Manage the implementation and coordination of CIF's M&R systems across all programs in resilience, nature, and energy transitions
Oversee the production of annual results reports that synthesize implementation progress, achievements, and key findings for CIF Trust Fund Committee and other stakeholders
Lead the design, development, and improvement of M&R systems for new, emerging, and existing CIF programs/investment areas in climate finance
Provide strategic, methodological, and operational leadership on CIF monitoring and results, including with CIF Trust Fund Committee members, MDBs, developing partner countries, and third parties
Strategic Technical Support to CIF Programs and Countries
Contribute to CIF program design, IP development, and project review functions in support of CIF's results management approach, M&R, and PM systems
Develop integrated results frameworks, toolkits, policies, and other guidance to strengthen results orientation and portfolio management practices in CIF programs, countries, investment plans, and projects
Devise and oversee the implementation of innovative tools, methods, and approaches to fill evidence gaps related to results and impact and strengthen feedback loops for CIF countries/partners throughout the program cycle
Data Management and Analytics, Knowledge Management
Lead the development of demand-driven research, analytics, and knowledge products to support CIF's strategic directions, operations, and thought leadership
Strengthen CIF data systems' efficiencies, integration, quality assurance, governance, and other enhancements in response to user demand and evolving CIF business priorities
Guide CIF adoption and implementation of emerging opportunities for portfolio management, such as increased use of AI, data visualization, portfolio analytics, etc.
Liaise closely with other CIF teams to maximize the uptake of CIF data, results, and lessons in communications, programming, gender/social inclusion, partnerships, and other areas
Position CIF Results within the global dialogue on climate change and results, including collaboration with the multilateral climate funds (MCFs) and MDB partners.
