R.M. Chin amp; Associates, INC. (CHIN) provides expert consulting services for leading public and private entities in the aviation, buildings, and transportation sectors within the A/E/C industry. Our Dallas office serves as a hub in support of projects and team members throughout the Texas regions (Dallas, Austin, Houston, and San Antonio).
Position Overview
In support of CHINโ€™s business growth and expanding services throughout Texas, the position of Talent Acquisition/HR Specialist will lead day to day activities of our Texas talent base. This position requires high dependability, visibility and accessibility as a front facing representative of the CHIN Dallas office. The role of Talent Acquisition/HR Specialist is a key liaison among Chin management, hiring managers, and external business partners. The Talent Acquisition/HR Specialist will demonstrate the ability to handle information with discretion and utilize independent judgment. This position reports to the Director of Talent Development.
Key Responsibilities:
Recruitment:
  • Leads the recruitment strategy efforts for the Texas region
  • Effectively positions CHIN and its services as an employer of choice
  • Responsible for employee lifecycle: recruiting, onboarding/offboarding/terminations
  • Sources and attracts talent through job board postings, association websites, and Linkedin
  • Strategically sources candidates for future and potential project needs
  • Manages Paycor ATS (Applicant Tracking System) and provides training to hiring managers
  • Facilitates the interview process (both onsite and remote) with individual and panel team members
  • Supports the recruitment process for both Texas and Chicago offices
HR Support:
  • Assists with benefits administration, 401K, open enrollment process as primary point of contact
  • Assists with employee relations issues through stay / exit interviews and investigations
  • Coaches managers on performance related discussions
  • Guides hiring managers on interviewing best practices and hiring decisions
  • Ensure compliance with company policy by maintaining employee handbook
  • Facilitates training sessions in partnership with Director of Talent Development
  • Assists with fleet vehicle coordination working closely with Chicago office manager
University Outreach / Campus Recruitment/ Hosting Internal events at CHIN Texas office:
  • Establishes relationships with university partners in the A/E/C industry.
  • Leads the coordination and strategy of CHINโ€™s internship program in Texas and Chicago.
  • Participates in University Job Fairs and community events (as requested).
  • Hosts internal recruitment events / mock interview sessions at the CHIN Texas office.
  • Delivers custom presentations highlighting CHINโ€™s sectors, services, career path, etc.
Administrative:
  • Supports HR function (corporate wide) Dallas and Chicago
  • Serves as point of contact for Dallas CHIN office (vendors, customers, clients)
  • Maintains and orders office supplies when needed
Qualifications:
  • Bachelorโ€™s Degree in Human Resources Management, Business, Education or related field
  • 3+ years of experience in an HR position (HR Assistant, Recruiter, Associate or other)
  • Excellent written, verbal communication, and interpersonal skills
  • Displays a high level of professional judgment
  • Keen attention to detail and time management
  • Strong sense of initiative with a customer service mindset
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)

Job Offer:
Competitive base salary between $80 - 95K, depending on project assignment, experience, skills, and location.
Annual bonuses are based on individual and company performance.
