Job description

Note: Effective July 1, 2025, a 3% salary reduction is in place under the Personal Leave Program (PLP), with 5 hours of Personal Leave Credit earned monthly in exchange. This program is subject to change based on union agreements and state budget policy.
This position is located in Sacramento.
The Research Data Specialist II (RDS II) serves as a subject matter expert to design, implement, evaluate, and report on highly complex and sensitive projects impacting housing finance across a spectrum of state priority areas. The RDS II performs complex quantitative data research and analysis, including data models, forecasting tools and dashboards to support strategic decision-making. This position also coordinates internal and external partnerships to set up data metrics and information flows critical for modernizing and aligning California's housing finance system. Additionally, strong communication and analytical skills and Excel or similar software expertise are essential.
The RDS II position plays a leading role in designing and implementing Housing Development Finance Committee's (HDFC) integrated multifamily housing finance program in collaboration with other State agencies. The position requires the ability to develop and deliver independent analysis and recommendations on housing development finance policy, legislation, statute, industry-related matters, programs, data collection and storage. The role requires an understanding of affordable multifamily housing development finance. Strategic collaboration with other HDFC staff and leaders, as well as with other HDFC member groups is critical in this role.

This position requires reporting to an HDFC office a minimum of four days per week. In limited cases, at the Department's discretion, an employee may be approved to work in a remote centered capacity on a temporary basis until appropriate office- space becomes available. Under California Government Code Section 14200, telework eligible- employees must reside in California. The designated headquarters location will be based on the employee's primary residence and may be updated if HDFC criteria are met.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Experience conducting housing related program evaluations, such as analyzing affordable housing finance, real estate development, homelessness, or community development program outcomes using state and national metrics.
  • Experience designing and building data models, forecasting tools, dashboards, and visualizations to support policy, program evaluation, and strategic decision making.
  • Experience in conducting highly complex quantitative research, statistical analysis, and data modeling related to housing finance or community development.
  • Experience coordinating cross functionally with internal and external partners to gather data, set up metrics, and ensure timely and accurate information flow for mission critical reporting.
  • Proficiency in quantitative and qualitative research methods relevant to housing policy, including analyzing demographic, Census, HMIS, and other housing or finance related datasets to inform program and policy decisions.
  • Excellent written and verbal communication skills, including the ability to prepare reports, briefs, and analyses, and to present findings to audiences with varying expertise.
