Job description

Purpose:
To process, maintain, and reconcile payroll records in a timely, accurate, confidential, and compliant manner in accordance with district policies and applicable local, state, and federal laws and regulations.
Essential Functions:
  • Follow and comply with all policies, procedures, rules, and regulations of Surry County Schools, as well as applicable local, state, and federal laws governing payroll, school finance, employee compensation, and related matters.
  • Establish, maintain, and update employee payroll information in the LINQ payroll system, including new hires, changes in status, compensation, deductions, and other payroll-related information.
  • Process regular payrolls accurately and within established payroll schedules and deadlines.
  • Review payroll reports, verification reports, and related documentation to identify and resolve discrepancies prior to payroll processing.
  • Calculate and process overtime, supplements, longevity payments, stipends, miscellaneous pay, and other authorized compensation.
  • Process payroll adjustments and correction entries accurately and in accordance with established procedures.
  • Maintain complete, accurate, and confidential payroll records and files in accordance with district records-retention requirements.
  • Correct State salary exceptions from NCDPI.
  • Manage distribution of all payroll checks.
  • District-wide payroll support and analysis including review of school and departmental payroll data, phone support for Bookkeepers regarding payroll systems and procedures, assistance in training of school finance officers and communicating any concerns to the Chief Financial Officer.
  • Primary liaison for LINQ payroll issues.
  • Assist with W-2 prints and W-2 reprints.
  • Protect the confidentiality and security of employee payroll and personally identifiable information at all times.
  • Perform other duties and responsibilities as assigned by the Chief Financial Officer.

Minimum Job Requirements
  1. High School degree and two-year business/accounting degree preferred.
  2. Work experience involving payroll operations in a business or school system. School system experience preferred.
  3. Knowledge and understanding of relevant rules and regulations.
  4. Ability to communicate clearly and concisely, both orally and in writing; ability to communicate well with school personnel and central office staff.
  5. Proficiency with Google Workspace applications, particularly Google Sheets, Google Docs, Gmail, and Google Drive; ability to use spreadsheets to organize, analyze, reconcile, and report payroll information.
  6. Ability to establish and maintain effective working relationships as necessitated by work assignment.
  7. Comply with confidentiality requirements in local, state and federal policies and statutes.
  8. Ability to coordinate, plan, and meet deadlines, accomplish specific tasks, or meet specific standards.
  9. Ability to work independently, exercise initiative, analyze problems, and make appropriate decisions within established policies and procedures.
  10. Ability to interpret and apply policies, procedures, regulations, and other applicable requirements related to payroll and school finance.
