Job description

Civil Works Director

The Role

We are seeking a highly responsible CivilWorks Directorto lead the comprehensive operations of a major municipal department. This is an director-level position requiring a strategic leader to oversee community-wide infrastructure, utilities, and large-scale capital improvement initiatives.

Core Impact Areas

  • Strategic Operations:Direct and coordinate all departmental divisions, including streets, sanitation, stormwater, and fleet maintenance.
  • Utility Management:Manage all non-tax-supported public utility operations, including water treatment, distribution, and wastewater collection systems.
  • Capital Infrastructure:Supervise the design and construction of capital improvement projects (CIP) and collaborate with consulting engineers.
  • Environmental & Regulatory Compliance:Ensure strict adherence to federal and state regulations from agencies such as the FDEP, EPA, and SFWMD.
  • Financial Oversight:Administer departmental operating and capital budgets while overseeing procurement and service contract negotiations.

Professional Requirements

  • Education:Bachelors degree in Public Administration, Engineering, Business, or a related field; graduate-level education is preferred.
  • Experience:Extensive leadership experience in public works or utilities administration at the director or senior management level.
  • Technical Licensing:A valid Florida Drivers License and a Florida Water Distribution System Operator License (minimum Level III) are required. Licensure as a Professional Engineer (P.E.) in the State of Florida is required.
  • Expertise:Proven success in sustainability planning, resiliency initiatives, and emergency response operations.
