Job description

JOB TITLE: Community Improvement Services (CIS) Residential Technician FLSA Status: Non-Exempt

General Statement of Duties: Responsible for conducting daily inspections of residential properties to ensure HOA covenant compliance.
Handles all associated correspondence and documentation, including updating records, generating letters, and following up on compliance issues. Collaborates with the Community Improvement Services (CIS) team to resolve non-compliance issues and provide support to homeowners. Ensures proper operation and upkeep of company vehicles and assists with training new department employees as needed.

Supervision Received: Works under the direction of the Director of Community Improvement Services.

Supervision Exercised: None.

JOB DESCRIPTION

Examples of Duties: The following examples of duties are intended to be illustrative only and are not intended to be all inclusive.
  • Conduct daily inspections of residential properties to ensure compliance with HOA covenants. Duties include taking photographs, documenting observations, and communicating with homeowners to explain necessary corrections.
  • Educate homeowners on community guidelines and compliance requirements, offering clear explanations to promote understanding and cooperation.
  • Provide follow-up documentation to ensure compliance is achieved, including re-inspections and follow-up communications with homeowners.
  • Collaborate with the CIS team and other departments to answer questions, resolve non-compliance issues, and ensure adherence to community standards.
  • Handle challenging interactions with homeowners professionally, diffusing tempers and resolving concerns while maintaining a calm and respectful demeanor in the field.
  • Handle all correspondence and documentation related to inspections, including updating computer files, generating letters, returning phone calls, and maintaining detailed records.
  • Prepare correspondence and other materials for the Community Improvement Services department as needed, ensuring accuracy and professionalism in all communications.
  • Responsible for the operation and upkeep of company vehicles, including routine maintenance, fueling, and ensuring the vehicles are clear of snow and ice when necessary.
  • Assist in training new department employees on inspection processes, compliance documentation, and team collaboration.
  • Perform other responsibilities as assigned or required to support the department’s goals.

Physical and Environmental Standards:
Over 65% of this position’s work is conducted outdoors, primarily involving extensive driving throughout the community in all weather conditions—heat, humidity, sun, wind, rain, snow, ice and cold. This role requires independent work while navigating the community safely. Key tasks include taking detailed notes and capturing photographs to document covenant observations accurately. Strong situational awareness and adherence to safe driving practices are essential to ensure personal and public safety while working within a vehicle. The remaining work takes place indoors in a busy office environment with frequent noise and interruptions.
Physical requirements include the ability to sit, walk, stand, climb, bend, kneel, stoop, reach, and lift regularly. Candidates must be capable of lifting and removing up to 40 pounds unassisted and up to 60 pounds with assistance. The position also requires standing, walking, or moving for up to 8 hours per shift, as well as manual dexterity for tasks like typing, writing, using a calculator, and answering the phone. Effective communication skills, including verbal clarity via telephone and in-person interaction, are necessary.
Vision requirements include both near and far acuity.
QUALIFICATIONS

Required Knowledge, Skills amp; Abilities:
Ability to understand and interpret HRCA rules, regulations, and residential zoning guidelines, ensuring accurate application in compliance inspections.Excellent verbal and written communication skills, with the ability to clearly explain compliance issues and requirements to homeowners.Proficient computer skills, with experience in Microsoft 365 (Word, Outlook, Excel) and familiarity with maintaining accurate digital records.Strong attention to detail, particularly in documenting compliance inspections and managing follow-up communications.
Exceptional customer service skills, with the ability to diffuse tense situations in the field and handle challenging interactions professionally.
Ability to collaborate effectively with the CIS team and other departments to resolve non-compliance issues and ensure community standards are met.

Must possess a valid driver’s license, a clean motor vehicle record, and meet all HRCA driving policy standards, including pre-approval to drive from the HRCA insurance carrier. Strong situational awareness and adherence to safe driving practices are essential to ensure personal and public safety while working within a vehicle. Must adhere to all laws for operating a motor vehicle.
Must pass a pre-employment background check and drug screen.

Education: High school diploma or equivalent is required.Relevant coursework or certifications in property management, residential inspections, or compliance are a plus.Equivalent work experience in residential compliance, property inspections, or HOA operations may be considered in lieu of formal education.

Experience: Minimum of one to three years of experience working in an HOA, property management, or compliance role, with a focus on field inspections or residential compliance, is preferred.Experience with customer service and communicating compliance standards to homeowners is highly desirable.Experience interpreting and applying community guidelines in a field setting is preferred.
