The Franklin County Municipal Court Clerk of Court's Office serves as the legal guardian and keeper of all the official records of the Franklin County Municipal Court including all criminal and civil case filings, subpoenas, search warrants, pleadings and monies (Court costs, fines, and third party monies from garnishments). The Clerk's Office is entrusted with the responsibility of processing and archiving all Court records in accordance with file retention requirements established by the Supreme Court of Ohio. Additionally, the Clerk's Office calculates and fully details all financial transactions involving the Court. The Clerk's Office compiles and publishes an Annual Report each year that details the various categories of Court case filings, all financial transactions connected with all Court cases and statistically reports all relevant data regarding the same.

Fiscal AdministratorDepartmentPosition Summary

The Fiscal Administrator directs all financial, strategic budgeting, and forecasting operations for the Municipal Court Clerk’s Office. This role acts as the principal liaison to the City department of Finance and the City Auditor's office to ensure complete alignment with municipal financial policies. The administrator is responsible for long-term strategic forecasting, quarterly operational reviews, the structural development of the Clerk's multi-layered budgets, and the preparation and oversight of departmental legislation.

Key ResponsibilitiesStrategic Planning & Revenue Forecasting

• Multi-Year Planning: Formulate, execute, and monitor the Clerk’s comprehensive Three-Year Strategic Plan.
• Revenue Modeling: Plan and prepare Three-Year Revenue Forecasts and Yearly Revenue Plans based on statutory changes, case filings, and historical trends.
• Performance Analysis: Conduct rigorous Quarterly Reviews to evaluate financial performance against projections and recommend operational adjustments.

Budget Development & Management

• Division Budgeting: Plan, create, and oversee distinct operational budgets for the General, Computer (Technology), Procurement and Collections funds.
• City Auditor Liaison: Collaborate directly with City Auditors to reconcile ledgers, coordinate annual external audits, and guarantee absolute transparency.

Legislative Oversight & Financial Operations

• Legislation Management: Assist with the planning fiscal legislation, appropriations requests, and resolutions for city council or county commissioner approval.
• Financial Oversight: Manage daily general ledger accounting, accounts payable, accounts receivable, and court payroll reconciliation.
• Systems Utilization: Leverage the city's DAX financial system to track expenditure, generate financial reports, and maintain general ledger integrity.
• Audit Readiness: Design and enforce internal financial controls to safeguard public assets and secure clean municipal and state audit findings.

Minimum Qualifications

• Education: Bachelor’s degree in accounting, Finance, Public Administration, or a closely related field.
• Preferred Qualification: A Master’s degree (MBA, MPA, or Master of Accountancy) or a Certified Public Accountant (CPA) designation is highly preferred.
• Experience: Four years of progressive experience in governmental accounting, with a demonstrated background in legislative preparation, multi-year financial forecasting, and split City/County intergovernmental budgeting.

Required Skills and Knowledge

• Proficient, working knowledge of the city's DAX financial system (Microsoft Dynamics AX).
• Proven ability to research, draft, and interpret municipal legislation, resolutions, and local ordinances.
• Advanced knowledge of municipal fund accounting practices, GAAP, and internal control frameworks.
• Advanced ability to build complex, long-term financial models and revenue projection tools.
• Experience managing specialized court technology (Computer) and specialized enforcement (Collections) funds.
• Strong capabilities in interpreting court orders, statutory laws, local city charters, and cost-sharing county/city agreements.
