Franchise Services Administrator Purpose of the Position

This role supports management by overseeing the regulation, monitoring, and enforcement of cable and telecommunications franchises and permits. Key duties include ensuring companies follow all laws and City ordinances, auditing franchise payments, negotiating franchise terms, creating policies, and reviewing system operations.

Essential Duties and Responsibilities
  • Review franchise requests from cellular and wireless telecommunications companies and provide recommendations.
  • Assist with research, negotiations, and drafting ordinances, telecommunications franchise agreements, and related procedures.
  • Help enforce and manage franchise agreements in accordance with federal, state, and local laws.
  • Support the Telecommunications Manager in overseeing telecommunications access to the City of Jackson (COJ) public ways and ensuring the COJ receives fair compensation.
  • Develop procedures to help reduce congestion, inconvenience, visual clutter, and other negative effects caused by telecom installations in public spaces.
  • Encourage telecommunications providers to include minority and womenowned business participation in their plans.
  • Assist the Telecommunications Manager with all matters related to telecommunications
  • Help promote competition and ensure broadband access is available to all residents and businesses.
  • Plan, assign, and review the work of staff involved in franchise and publicway matters.
  • Assist in preparing the telecommunications budget, making recommendations, and monitoring spending.
Experience
  • Four years of professional experience in franchise administration or reviewing and amending contracts.
  • Municipal experience, research background, and some architectural understandings are preferred.
Training
  • Bachelor's degree from an accredited college in Business Administration, Communications, Information Technology, or a related field.
