Job description

The Assistant Secretary reports to the Deputy Secretary of Program and Fiscal Affairs at the Health and Human Services Agency and serves as a member of the Secretary's Executive Staff. The incumbent formulates, analyzes, revises, interprets, and evaluates program and fiscal policies for multiple departments under the jurisdiction of the Health and Human Services Agency. The Assistant Secretary also serves as chief coordinator of programs critical to the mission of the Agency that may include health care reform, health care services, social services, mental health services, alcohol and drug treatment services, public health services, income assistance, and services to people with disabilities.

Working Conditions
This position is being advertised in Sacramento County with a Headquarter Location at 1215 O Street, Sacramento, CA 95814.
This position may be eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. Applicants must demonstrate the ability to perform high administrative and policy - influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
  • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department's or agency's Equal Employment Opportunity Program objectives; and a manager's role in the Equal Employment Opportunity Program.

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.
CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.
CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.
Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Public Sector and Public Policy Knowledge
1. State Government Operations: Thorough knowledge of the organization, functions, and practices of the California Legislative, and Executive branches.
2. P olicy Formulation: Proven capability in formulating, analyzing, revising, interpreting, and evaluating complex program policies specifically in health and human services.
Fiscal and Budgetary Experience
3. State & Federal Funding: Insight and demonstrated experience in federal and state funding policies, mechanisms, and compliance protocols governing health and human services.
4. Fiscal Analysis: Strong background in evaluating budget proposals, including both funding augmentations and reductions and fiscal impact of legislation.
Strategic Communication and Interpersonal Skills
5. Relationship Building: Ability to establish and maintain positive relationships with departmental leaders, control agencies, and external stakeholders.
6. Political Sensitivity: Possession of exceptional judgment and tact necessary to navigate sensitive, confidential, and high-stakes policy issues.
Examination Information
The examination process will consist of a thorough evaluation of the applicant's SOQ. Please note there is not a separate online examination for the CEA classification.
The SOQ will be used to evaluate your qualifications as they relate to the Desirable Qualifications listed above and will also serve as documentation of each candidate's ability to present information clearly and concisely in writing, as this is a critical factor for successful job performance. The SOQ will be the only basis for your final score and rank on the eligible list.
The SOQ is a description of how an applicant's education, experience, knowledge, skills, and abilities meet the Desirable Qualifications section below for this position. When completing the SOQ, applicants must follow the below guidelines:
  • Responses must be typed and limited to no more than three (3) pages in length, with one-inch margins
  • Font size no smaller than Arial 12
  • Only address each of the six (6) Desirable Qualifications in a numbered format
