Position Title: Borough Manager

Location: Sinking Spring Borough, Berks County, PA.

Salary Range: $70,000 - $105,000/year (Commensurate with experience)

Position Summary

Sinking Spring Borough is seeking a highly qualified and dynamic leader to serve as Borough Manager. Covering 1.5 square miles with a community of 4,280 residents, the Borough operates under a Council-Manager form of government. Reporting directly to a 7-member Borough Council, the Manager serves as the Chief Administrative Officer. This pivotal role oversees day-to-day operations and acts as the primary liaison for the employees, residents, local businesses and neighboring municipalities. The Manager directs a dedicated team of 23 full-time, 13 part-time and 35 seasonal employees. Key operational areas include administration, code enforcement, public works (highway and sewer), police, recreation, library services, and community development. The position holds primary oversight for the General, Emergency Services and Sewer budgets, totaling $6.1 million.

Key Responsibilities

• Executive Leadership: Directs daily operations, personnel, and departmental functions across all Borough services.
• Financial Management: Administer and oversee the $6.1 million multi-fund budget to ensure fiscal responsibility.
• Community Relations: Act as the principal point of contact for community members, businesses, and regional stakeholders.
• Operational Oversight: Manage human resources, strategic planning, zoning compliance, and building code enforcement.

Qualifications

• Education & Experience: A Bachelor’s or Master’s degree in Public Administration, Business Management, or a closely related field is strongly preferred. A minimum of 5 years of successful experience as a municipal manager is highly desired. An equivalent combination of education and experience will be considered.
• Core Competencies: Proven expertise in municipal finance, personnel management, land use, zoning, and community/economic development.
• Labor Relations: Hands-on experience with collective bargaining and labor negotiations.
• Technical & Soft Skills: Strong analytical capabilities, proficiency with modern office technology, and exceptional verbal, written, and interpersonal communication skills.
• Preferred: Demonstrated success in grant writing and grant administration.
