Position Summary

ASI works with the Veterans Administration (VA) to provide high quality, effective, and efficient Information Technology (IT) services to those responsible for providing care to the Veterans at the point-of care as well as throughout all the points of the Veterans’ health care in an effective, timely and compassionate manner. VA depends on Information Management/Information Technology (IM/IT) systems to meet mission goals.


The Configuration Management & Documentation Specialist/Technical Writer is responsible for maintaining accurate configuration records, technical documentation, procedures, and project artifacts throughout the duration of the project. This role focuses on establishing and maintaining configuration management processes, tracking system changes, ensuring documentation is current and consistent, and translating complex technical information into clear, user-friendly documentation. The specialist works closely with engineering, cybersecurity, development, and project teams to ensure technical information is properly documented, organized, controlled, and accessible.


Key Responsibilities (Consolidated)

· Identify, control, record, audit, and report the status of configuration items, approved baselines, deviations, changes, and remediation actions.

· Develop, maintain, and document secure configuration baselines and standards for operating systems, databases, cloud-native platforms, medical devices, Internet of Things (IoT) environments, and other VA technologies.

· Support requirements engineering and automated traceability from security controls and architectural requirements through implementation and ATO.

· Prepare and maintain security engineering consideration plans, security requirements documents, baseline configuration reports, configuration assessment reports, and supporting evidence.

· Establish and maintain an organized, searchable, version-controlled Artifact Library in a Government-approved platform, including taxonomy, naming, access controls, approval status, revision history, archival, and disposition.

· Author, edit, and quality-review technical reports, plans, policies, standards, procedures, user guides, training materials, integration specifications, schemas, data-flow diagrams, runbooks, playbooks, and executive briefings.

· Maintain project and technical documentation in Microsoft SharePoint and other approved repositories, including permissions, publication, retrieval, and timely upload of required deliverables.

· Develop and maintain the VA intake standard operating procedure, RACI matrix, end-to-end workflow, request taxonomy, routing rules, workflow configuration documentation, and stakeholder training guide.

· Ensure artifacts comply with Government-approved templates, VA Technical Reference Model requirements, Section 508 accessibility standards, records management requirements, and document quality controls.

· Coordinate technical reviews and approvals, reconcile stakeholder comments, track due dates, and verify that final artifacts are accurate, complete, consistent, and supported by technical evidence.

· Support configuration audits, knowledge transfer, transition activities, and continuous improvement of configuration and documentation processes.

· Perform other responsibilities as assigned.


Required Skills and Qualifications

· Bachelor’s degree or Associate’s degree in IT related field (i.e. Cybersecurity, Computer Science, Information Systems, Information Assurance, Information Security, Information Resource Management).

· Certification in one or more of the following: IAT III, IAM III or IASAE III certifications.

· Minimum of 5 years IT experience of which at least 3 years are of Configuration Management/Tech Editing experience at a large corporation or Government agency similar in size/scope to GSA, IRS, DoD, or VA. A Master’s degree in a related IT field (i.e. Cybersecurity, Computer Science, Information Systems, Information Assurance, Information Security, Information Resource Management) may substitute for up to 2 years of the required experience.

· Expertise in configuration management, change management, or related roles within information technology or software development environments.

· Expertise overseeing and maintaining configuration items, including hardware, software, documentation, technical baselines, and contract deliverables.

· Expertise documenting technical processes, system configurations, architecture and data flows, changes, decisions, and operating procedures.

· Expertise with information technology service management frameworks and best practices, such as ITIL, and experience maintaining a centralized configuration management database (CMDB).

· Experience in project-oriented environments and knowledge of how configuration management and documentation support the complete project and system lifecycle.

· Proficiency with Microsoft Word, Excel, PowerPoint, SharePoint, and Visio or comparable Government-approved documentation and diagramming tools.

· Must be authorized to work for any employer in the U.S.

· Must be able to obtain and maintain the required security clearance.


Preferred Qualifications

· Experience with federal cybersecurity baselines, NIST controls, RMF and ATO artifacts, Section 508 remediation, technical repositories, and high-volume contract deliverables.

· Previous VA experience.

· Current Public Trust or ability to obtain a Public Trust clearance quickly.
