Position: Benefits amp; Compliance Specialist
FLSA Status: Exempt
Reports to: Vice President of Human Resources
POSITION Description: The Benefits amp; Compliance Specialist is the primary owner and subject matter expert for employee benefits, leave administration, and HR compliance across all LifeSkills Connection, Inc. entities. This role ensures the company meets its obligations as a multi-state federal and state government contractor while delivering competitive, well-administered benefits programs that support workforce retention and engagement.
KEY RESPONSIBILITIES:
Benefits Strategy amp; Design
  • Own the design, implementation, and ongoing administration of all employee benefit programs including health/dental/vision insurance, life and disability insurance, retirement plans (401k, HSA, FSA), and wellness initiatives
  • Partner with VP of HR on benefits strategy and plan design decisions
  • Conduct market benchmarking and make recommendations for plan improvements
Benefits Administration
  • Serve as primary contact for all employee benefits questions
  • Process benefits enrollments, changes, and terminations in HRIS and with carriers
  • Manage vendor relationships and carrier invoicing/reconciliation
  • Coordinate COBRA administration and ensure timely notices
  • Coordinate 401(k) / HSA / FSA administration with plan providers
  • Support payroll data handoff to Finance for benefits-related deductions
Open Enrollment
  • Plan and execute the annual open enrollment process end-to-end
  • Develop employee communications and conduct education sessions
  • Process all enrollment elections and ensure downstream updates to payroll and carriers
Leave Administration
  • Administer leave of absence programs including FMLA, state PFML, ADA, and company leave policies
  • Maintain leave tracking in coordination with HR Generalist
  • Ensure timely notices, documentation, and return-to-work coordination
  • Manage workers' compensation claims and reporting
  • Manage unemployment claims in coordination with HR Generalist
Federal amp; State Contractor Compliance
  • Own the federal contractor compliance calendar: AAP/OFCCP, SCA conformance and fringe/H amp;W, WIOA/PRH reporting, EEO-1, VETS-4212, and ACA reporting
  • Manage OFCCP audit responses and maintain required documentation
  • Analyze and document FLSA classifications in partnership with VP of HR
  • Oversee ADA/accommodations compliance
  • Manage commercial insurance portfolio in partnership with VP of HR
  • Oversee garnishments processing
  • Provide oversight of I-9, E-Verify, and immigration compliance processes
Multi-State Employment Compliance
  • Track and maintain compliance with state-specific employment laws across all operating states
  • Monitor legislative and regulatory changes; recommend policy and program updates
  • Maintain and update employee handbooks and HR policies for multi-state applicability
  • Manage records requests, subpoenas, and employment verifications (complex cases)
HRIS amp; Reporting
  • Own compliance data and reporting: AAP, EEO-1, VETS-4212, ACA, and other regulatory filings
  • Oversee transactional offboarding compliance (separation documentation, COBRA notices)
  • Produce benefits and compliance metrics for VP of HR
Training amp; Guidance
  • Provide training and guidance to HR team and managers on benefits programs and compliance requirements
  • Partner with VP of HR on policy development and compliance communications

SKILLS AND QUALIFICATIONS:
  • Expertise in employee benefits design, administration, and vendor management
  • Thorough knowledge of federal contractor compliance requirements (AAP, SCA, WIOA/PRH, VETS-4212, OFCCP)
  • Strong understanding of multi-state employment laws and regulatory requirements
  • Knowledge of FMLA, ADA, ACA, COBRA, ERISA, and related leave and benefits laws
  • Understanding of FLSA classification principles
  • Ability to manage competing deadlines and compliance calendars with precision
  • Strong analytical and problem-solving skills; ability to interpret complex regulatory guidance
  • Exceptional written and oral communication skills
  • Ability to maintain strict confidentiality and exercise sound ethical judgment
  • Able to take ownership and drive activities to completion
EDUCATION AND EXPERIENCE REQUIREMENTS:
  • Bachelor's degree in Human Resources, Business Administration, or a related field
  • 5+ years of progressive HR experience with at least 3 years focused on benefits administration and HR compliance
  • Experience in federal government contracting required; familiarity with SCA, WIOA/PRH, and OFCCP strongly preferred
  • Experience with multi-state HR compliance required
  • Experience with HRMS/HRIS systems and benefits administration platforms
  • Proficiency with Microsoft Office (Microsoft Excel, Microsoft Outlook)
  • CEBS, PHR, SPHR a plus
