BRIEF POSITION SUMMARY
Performs advanced (seniorlevel) technical writing work for the Texas Military Department. Work involves coordinating the composition, organization, and editing of compiled information. Reports to the Executive Director, Office of State Administration and works under limited supervision, with extensive latitude for the use of initiative and independent judgment.
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES
  • Oversees or composes, reviews, and edits technical documents, materials, and reports.
  • Develops, prepares, and disseminates policies and procedures for written documents.
  • Researches and coordinates with components and units to draft, edit and finalize publications (i.e. Biennial Report, Sunset Report, Legislative Appropriations Requests).
  • Consults with staff in the development of formats, graphics, and the layout of publications.
  • Reviews edited materials and recommends revisions or changes in scope, format, and content.
  • Assists with preparing testimony for Texas Legislative committee hearings.
  • Attends work regularly and observes approved work hours in accordance with the agency's state employee policies and procedures handbook.
  • May be required to perform duties in support of national emergencies, disasters, and other missions, to include holidays and weekends.
  • Performs related work as assigned.

MINIMIUM QUALIFICATIONS
EDUCATION:
  • Graduation from an accredited fouryear college or university is required.

PREFERRED EDUCATION:
  • Graduation from an accredited fouryear college or university business administration, English, education, or related field is preferred

EXPERIENCE:
  • Three years in technical writing, journalism or communications work is required.
  • Experience with Microsoft applications to include Word, Excel, Outlook, and PowerPoint is required

PREFFERED EXPERIENCE:
  • Experience working in a military environment is preferred.
  • Experience working with Texas Military Department is preferred.

REGISTRATION, CERTIFICATION OR LICENSURE:
  • Valid driver's license is required. If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business.

OTHER REQUIREMENTS:
Background Investigation. Selected candidate must be able to obtain a CAC and/or pass a federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for the background investigations.
Eligibility to Work in the U.S . The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in EVerify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I9 to confirm work authorization. All offers of employment are contingent upon the candidate having and maintaining legal authorization to work in the United States. Failure to present such authorization within the time specified by the U.S. Department of Labor will result in the offer being rescinded.
Sponsorship. Candidates must be eligible to work in the United States without requiring sponsorship.

KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of:
  • TMD programs, policies, procedures and regulations;
  • research methodology, including the use of AI consistent with Texas regulatory policy;
  • the techniques and methods of planning, organizing, and writing various types of materials; and
  • research methodology.

Skill in:
  • coordinating activities in the use of computers and office equipment and applicable software;
  • writing technical and business documents, and
  • critical thinking.

Ability to:
  • conduct research;
  • compose, review, illustrate, and edit technical documents, materials and reports;
  • interpret and apply agency policies and procedures;
  • analyze and solve work problems;
  • communicate effectively verbally and in writing;
  • coordinate the work of others; and
  • work in a military organization.

PHYSICAL/WORKING CONDITIONS
Duties typically performed both in a sedentary office setting involving sitting, standing, and walking to perform job duties and moderate physical activity in a warehouse setting to include crouching, bending, and climbing with some outdoor exposure during the workday. The employee will periodically lift and/or move objects up to 50 pounds. Duties will include routine use of standard office equipment such as computers, phones, photocopiers, filing cabinets, fax machines, and scanners.
