You will serve as a Safety and Occupational Health Manager with the National Park Service. For a more detailed list of assignments and duty stations, please the "Duties" section below.

Some of the major duties you will perform include but are not limited to the following:
  • Serves as the subject matter expert and principal advisor responsible for planning, developing, directing and coordinating a safety and occupational health program for a park or group of parks.
  • Evaluates, compiles and analyzes behavioral, work environment, and accident statistical data, and prepares charts, tables and reports to communicate this information to management, staff, and others.
  • Coordinates and oversees the development of safety education and training material and conducts safety training programs for managers, supervisors, staff, and park concessionaires.
  • Coordinates and/or conducts annual inspections and ensures that programs are current and compatible with Occupational Safety and Health Program and public Risk Management Programs, park and region safety plans, and bureau and agency policies.
  • Provides guidance to and/or leads teams in investigating lost time incidents to help idetify chain of events, root causes, corrective actions, recommendations for improvement and follow-up to ensure corrective action has been taken.

  • You must be able to lift up to 30 pounds.
  • Must maintain the physical ability to perform the duties of the position, including, but not limited to: walking and hiking over rough, uneven, or rocky surfaces, crouching, climbing, stooping, crawling under buildings and in attics, etc... in adverse weather conditions and in high elevation environments.
  • Some positions require a respirator fit test which requires pre-employment and periodic medical examinations.
  • The Yellowstone National Park position requires the ability to travel by helicopter and snowmobile.

As a condition of employment for accepting this position, you may be required to serve a 1-year probationary period or 2-year trial period, depending on the method of appointment, to evaluate your fitness and whether your continuation of employment advances the public interest.
This probationary or trial period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. Qualifications:
All qualifications must be met by the closing date of this announcement - 08/27/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F.
For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.
To qualify for this position at the GS-12 grade level:
You must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience including: 1) Managing elements of a safety or occupational health program; 2) Developing and recommending safety and occupational health policy to higher levels of management; 3) Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to resolve technical matters dealing with occupational safety and health requirements; 4) Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards; 5) Developing and implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses; 6) Analyzing and evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards; 7) Designing and modifying workplaces, processes, products, or other systems to control or eliminate hazards; 8) Inspecting and surveying workplaces, processes, products, or other systems for compliance with established safety and occupation health policies or standards to identify potential new hazards; 9) Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects; 10) Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. You must include hours per week worked.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments and must be met by the closing date of this announcement.

Physical Demands: The performance of inspections and investigations of mishaps requires frequent physical exertion such as frequent walking and hiking over rough, uneven, or rocky surfaces, crouching, climbing, stooping, crawling under buildings and in attics, etc. Occasionally is required to ride as a passenger in light fixed wing aircraft and/or helicopters, and to ride in or operate small watercraft. The use of personal protective equipment (hard hat, steel-toed boots, gloves, eye goggles, and respirators) is required due to exposure to hazardous occupational environments. The interpersonal relationships and conflicts involved with compliance and problem resolution can produce high job stress. Frequent travel away from the incumbent's office is required.
Work Environment: Incumbent is subject to exposure to operating machines and equipment, hazardous materials, high noise level, hazardous gases, fumes and dust, hazardous waste materials, and other occupational environments. Protective clothing and equipment are required. Incumbent also serves in a staff position in a heated/air-conditioned office setting. However, field work often occurs in rough terrain and under varying weather conditions. Work may be underground, may have exposure to high electrical energy and/or heights. Emergency operations may also require working in nighttime operations, in adverse terrain and all climatic conditions.
