SummaryThe Highway Construction Careers Training Program (HCCTP) Coordinator oversees all program operations, including student recruitment and advising, compliance, community partnerships, and daily administration. Responsibilities also include managing the budget, ensuring grant compliance, building industry and community relationships, supervising instructors, and maintaining effective and efficient delivery of program services.
Essential Duties or ResponsibilitiesThe essential duties and primary responsibilities below are intended to describe the general requirements of this job and are not intended to be an exhaustive statement of duties.
Other related duties which may be required by the Director of Workforce & Community Development (duties that may not be specifically listed in the class specification or position description, but are generally within the occupational series and responsibility level associated with the employee's class of work).
Program Administration
- Manage budgets, ensure grant compliance, process salaries and stipends, coordinate schedules, and purchase equipment.
Student Support
- Recruit and select student trainees, advise students on program requirements, support job readiness, and maintain student records and progress reports.
- Enforce program policies by counseling students individually, tracking point infractions, and removing students from the program when necessary.
Instructor Oversight
- Recruit, train, and supervise instructors while ensuring compliance with program policies and standards.
Partnership and Outreach
- Develop and maintain partnerships with IDOT, contractors, trade unions, and industry partners to support student referrals and job placement opportunities.
- Represent the program at advisory meetings, conferences, and outreach events.
Compliance and Reporting
- Ensure compliance with applicable federal and state regulations, IDOT grant requirements, and maintain accurate documentation.
QualificationsMinimum Qualifications - Education and Experience
- Associate's degree in business administration/management, public administration, construction management, workforce education, education, organizational leadership, or communication.
- Minimum of three (3) years of experience in an office environment.
- Experience supervising staff, managing budgets, and financial tracking procedures.
- Minimum of two (2) years of experience with Microsoft Office Suite and creating professional presentations.
Additional Requirements
- Valid Illinois driver's license.
Knowledge, Skills, and Abilities- Grant compliance and reporting requirements, particularly the Illinois Department of Transportation (IDOT) guidelines.
- Workforce development principles and basic construction industry terminology.
- Administrative processes, including payroll, scheduling, procurement, and record-keeping.
- Excellent organizational, interpersonal, and communication skills, both written and verbal.
- Strong analytical, problem-solving, and leadership skills.
- Ability to support diverse student populations and assist with job readiness activities.
- Commitment to continuous learning, including obtaining certifications and staying current with industry trends.

Health InsuranceBlue Cross Blue Shield - 80% of the individual premium is paid by the College. Employees can add family coverage at their own cost. The effective date of insurance coverage for an employee is the first day of the month following 30 days of eligible employment. (Example: if an employee starts work February 15, his/her coverage would begin April 1. Payroll deductions for the insurance would begin March 15 and 31 as the premium is due and payable on April 1)

Life InsuranceThe College pays the premium for a $15,000 life insurance policy on all full-time employees.
PayrollPaid twice a month (15th and last working day). The college encourages the use of direct deposit.
Tuition Waiver?
With written approval of the College President, the tuition and fees for SCC courses shall be waived for full-time employees, their spouses, and their dependent children under the age of 24 living in the household of the eligible employee. The books are loaned out at no charge through the SCC Bookstore.

Vacation Days - 12 days for the first year. For each continued employment, 1 additional day is added per year up to a maximum of 20 days. (Given in hour increments accrued each month based on years of service)
