Job description

PHYSICAL OFFICE LOCATION: PEC Canyon Lake Office - 1530 FM 2673, Canyon Lake, TX 78133 

$36.85 Minimum Starting Base Pay* + KPI Bonuses + Competitive Benefits

Midpoint of pay range: $46.06

*Qualifications may warrant greater starting base pay within the full pay range.  Individual base pay is determined by experience, job-related skills, and relevant education or training.

Position Summary

This position is responsible for providing technical leadership and training for the Planning Department for construction and maintenance projects in coordination with various departments and external entities throughout the planning, construction and reconciliation process.

Essential Duties & Responsibilities
  • Oversee the administrative functions of the Electrical Distribution Planning Department to ensure that customer requests are handled accurately and in a timely manner
  • Serve as GIS Power User for the Electrical Distribution Planning Department
  • Provide assistance and training to ensure the accuracy of Cooperative facilities to support the outage management software
  • Support all users in their GIS tasks and work as part of the GIS Power User team to determine best practices, communicate updates
  • Perform as-build tasks of financially reconciling and closing work orders and service orders
  • Facilitate work flow process and interactions with the Construction and Service Departments to ensure timely release of projects for construction
  • Negotiate and serve as the intermediary between developers, builders and explain Cooperative polices and procedures that affect their service requests
  • Facilitate pre-development and pre-construction meetings with members, developers and government entities
  • Oversee the work of the office administrative or customer service employees to ensure adherence to quality, standards, deadlines and proper procedures, correcting errors or problems
  • Provide employees with guidance in handling difficult or complex problems and in resolving escalated complaints or disputes
  • Teach and instruct employees in job duties and company policies
  • Assist in developing and reviewing operating procedures
  • Establish work priorities and activities    
  • Work closely with the Designer Lead to ensure both groups are efficient and meeting the needs of members
  • Draw, edit, identify and monitor data within Geographic Information System to ensure accuracy, connectivity and traceability through installation and maintenance processes.
  • Process work orders for closing to include, verification of labor dollars, purchase orders, and material costs.

  • Coordinate with Electrical Utility Designers in the design process to ensure that all required documentation is provided to the member for project approval and Contribution in Aid to Construction invoicing
  • Work with state, city and county governmental agencies to ensure compliance with policies, procedures, and guidelines.
  • Assist switching, tracing and phasing to ensure the Geographic Information System database is correct within the Outage Management System
  • Create requisitions and receive on invoices
  • Create various types of maps for new construction and maintenance projects through the ArcMap software.
  • Review and approve cost estimates and correspondence to members, builders, and developers
  • Process applications and payments for new service
  • Communicate Cooperative policies and procedures relating to the establishment of new service, upgrades, relocations, and security lights  
  • Communicate with internal and external customers through entire construction process.
  • Coordinate location of underground utility locates with DIGTESS
  • Enter and update information within NiSC Smart Track for all district projects
  • Prepare construction work orders for release, including contracts, easements, permits and cost estimates
  • Create and issue service requests for various tasks to include temporary and permanent metering, tree trimming and service upgrades
  • Maintain the security of confidential information
  • Stay abreast of advances in technology
  • Demonstrate regular and prompt attendance

Minimum Qualifications - (Education, Experience)
  • Associate's Degree AND
  • Five years of directly related experience AND
  • One year in a leadership or project lead capacity OR        
  • High School Diploma or equivalent AND
  • Seven years of directly related experience, AND
  • One year in a leadership or project lead capacity
  • Valid Driver's License
