Job Duties: The Payroll Coordinator responsible for the accurate and efficient processing of payroll actions for SCDSS. Ensure accurate documentation and compliance with all applicable state and federal rules, regulations, and policies governing payroll processes. Apply comprehensive knowledge of agency operations, programs, and administrative procedures to make independent decisions aligned with State and Agency policies related to payroll and leave administration.
Support the integrity, consistency, and timeliness of payroll processes to ensure reliable service delivery to all DSS employees. Ensure timely resolution of inquiries submitted through the HR Helpdesk. Prepare, process, review, and audit payroll transactions, including separations and terminations, within SC Enterprise Information System(SCEIS) in accordance with state pay policies & the Comptroller General's Office(CGO) payroll schedule.
Ensure all payroll actions are entered accurately and submitted within required timelines. Conduct detailed analysis of personnel/payroll transactions to ensure integrity and accuracy of compensation, leave balances, work history, and personnel activity. Utilize payroll simulations, renumeration statements, and other SCEIS payroll and time/leave reports to identify discrepancies and resolve employee concerns.
Prepare Payroll Off-Cycle Requests to resolve payroll errors/discrepancies discovered after payroll close. Prepare, review, and reconcile the SCEIS Comparison Report each pay period to identify errors, conflicts, and/or required substitutions to ensure pay consistency and adherence to DSS policies and State Regulations. Monitor and review missing time or unapproved time of temporary employees for discrepancies to include but not limited to time not entered and or approved to ensure accurate wage/payroll information is obtained and processed as required by federal and state regulations, such as Fair Labor Standard Act (FLSA).
Provide guidance and interpretation of payroll policies and procedures to DSS staff. Research payroll inquiries and resolve discrepancies and concerns by BEX and SCEIS/Citrix Production. Communicate payroll deadlines, processes, and updates to employees and supervisors.
Process employment verifications, direct deposit enrollments/changes, and voluntary deductions updates. Maintain accurate and confidential payroll documentation. Work closely and collaboratively with DSS Finance and CGO to support initial & duplicate W-2 request procedures and distribution.
Assist with payroll-related reporting, audit preparation, and resolution of discrepancies as needed. Perform related payroll and administrative duties as assigned to support continuous improvement and operational efficient. Minimum and Additional Requirements A High School Diploma and four (4) years of relevant experience.
An Associate Degree and two (2) years of relevant experience. A Bachelor's Degree and relevant experience. Additional Comments This application for employment with the SC Department of Social Services must be completed in its entirety.
