Job Title: Civil Engineer
Classification: Full Time, Exempt
Location: Remote or Temecula, CA
Salary Range: $90,000 - $150,000
NBS has standard office hours of Monday through Friday, 8 a.m. - 5 p.m. PST, with the option to work a Compressed Work Week (9/80) schedule.

Summary:
NBS is currently seeking a Civil Engineer to join our District Formation Consulting (DFC) and District Management Consulting (DMC) groups. This is a unique opportunity for an experienced engineer who wants to apply their technical expertise in a broader, consulting-based environment working with public agencies on projects that fund, maintain, and improve community infrastructure across California.

As a key contributor, the Civil Engineer will support the formation, administration, and management of special financing districts, provide technical and analytical expertise, and ensure engineering compliance with regulatory standards. This position offers the chance to work on a diverse portfolio of projects while contributing to a 100% Employee-Owned Company.

Essential Functions:

  1. Engineering Analysis & Reporting: Responsible for preparing, reviewing, and signing/stamping Engineer's Reports for assessment and special district formations and annual administration. This includes conducting technical analyses and developing cost estimates for the construction, operation, and maintenance of public improvements. The Civil Engineer will also develop and apply assessment methodologies and ensure compliance with Proposition 218 and other applicable statutory requirements.
  2. Project Management & Client Support: Accountable for managing the engineering components of multiple district projects simultaneously, ensuring quality control and timely delivery of all work products. This includes collaborating with colleagues and stakeholders to clearly communicate engineering principles and findings. Expected to partner with the Utility Rate and CAP and Fee Groups to support specialized studies such as rate analyses, cost allocation plans, and development impact fee studies.
  3. Business Development & Client Engagement: Supports marketing and proposal efforts by providing technical input, developing scopes and cost estimates, and participating in interviews or presentations. Builds and maintains trusted relationships with clients through responsive communication, technical accuracy, and professional integrity.
  4. Professional Development & Mentorship: Maintains current engineer licensure and knowledge of legislation, regulations, and best practices affecting special district engineering. Provides mentorship and technical guidance to junior staff members, contributing to their growth in technical knowledge and consulting skills.

Knowledge / Skills / Abilities:

  • Strong analytical and problem-solving skills, with attention to detail and accuracy.
  • Excellent written and verbal communication skills, with the ability to explain complex engineering and financial concepts to non-technical audiences.
  • Proficiency with Microsoft Office Suite (Excel, Word, PowerPoint) and familiarity with GIS or CAD tools is a plus.
  • Proven ability to manage multiple projects, prioritize work, and meet deadlines.
  • Collaborative and proactive work style; calm and adaptable under pressure.

Education and Experience:

  • Bachelor's degree in Civil Engineering, or a closely related field from an accredited college or university.
  • Active Professional Civil Engineer (PE) license in the State of California (required).
  • Broad practical engineering experience across disciplines such as public works, infrastructure, or land development.
  • Consulting experience or familiarity with public agency operations and funding mechanisms preferred.
