Position: Mainframe Systems Programmer 4
Location: Carson City, NV (Remote)
Duration: 6 Months (Possible extension into 2027)
Agency: DMV

Special Requirement:
Weekend work will be rare, but there are times when mainframe maintenance must be done outside of normal business hours. Hours will be offset during the week's schedule and won't require overtime. Potential to extend into 2027 calendar year but won't know until we get closer to the end of 2026.
 
 
Job Description:
The Department of Motor Vehicles (DMV) application (CARRS) is an integrated system that is supported by both client server and web applications written in Power Builder, VB.NET, ASP.NET, COBOL, DB2, CICS, and SQL Server. The DMV application has over 900 internal users, 800,000 portal accounts, many
external customers, and interfaces with local, State and Federal agencies. The core application runs on System Z with multiple CICS and DB2 environments secured by RACF. The core application is COBOL/DB2 programs that run both in batch and CICS environments.
The consultant will be working on the following but not limited to:
  • Administer DB2 database and subsystems.
    • Monitor storage, support capacity planning, support securing ZOS resources, perform routine maintenance tasks, assist with data migration tasks, troubleshoot and resolve issues.
  • Provide status reports as required by DMV personnel.
  • Log activity and time using DMV time tracking software (Jira) daily.
  • Follow guidelines established by Nevada DMV.
  • Support DMV IT teams as needed.
  • Document changes and follow protocols established by Nevada DMV.
The consultant will work with DMV IT teams and complete the assigned tasks in the scope of work in accordance with the DMV IT standards and procedures.
 
Responsibilities
Consultant must provide the following based on the agreed upon project plan/schedule:
  • Manage, monitor, and tune DB2 subsystems and application environments.
  • Clone databases and establish additional application environments.
  • DB2 database and dataset backup and recovery.
  • Refresh data, as needed.
  • Clone and establish additional application environments, as needed.
  • Aid in data conversion projects and extract data to staging environments, as needed.
  • Maintain privacy and security of data.
  • Support Application Lifecycle, application development tools, as needed.
  • Migrate database changes.

 
  • Document and update procedures and check list.
  • Coordinate upgrades to ZOS, CICS, DB2, Administration tools, and application development tools.
  • Coordinate DR testing and support data conversion and migration.
  • Help DMV IT teams with SQL review and tuning.
  • Discuss business requirements and help with application and database design.
  • Support CICS environments.
 
Deliverables
Consultant must:
  • Complete work and project tasks assigned.
  • Consultant must provide daily / weekly status reports of the project with details on tasks and hours spent on each task, as well as:
    • Overall completion status of the project in terms of the approved project plan and schedule.
    • Document problems that were encountered and proposed/actual resolution.
    • Document issues that need to be addressed.
    • Document accomplishments during the period.
    • Document activities to be accomplished during the next reporting period. 
 
Required /Desired Skills:
Experience and Skills Required
ZOS DB2 DBA consultant must:
  • Have the capability to perform the functions described in Scope of Work section.
  • Have a bachelor's degree in computer science, or any other equivalent degree or equivalent years of relevant experience, with a minimum of seven (7) years of DB2 DBA experience in ZOS platform.
  • Have experience administering complex DB2 environments with multiple subsystems.
  • Be experienced working on ZOS tools and utilities - TSO, ISPF, SDSF, JCL, DFSORT, ICETOOL, DFDSS, DFSMS, DFHSM, OMVS, RACF, REXX/CLIST.
  • Be experienced with using DB2 tools - SPUFI, QMF, DB2 Admin Tool or equivalent, DB2 Object Compare or equivalent, IBM Data Studio, OMEGAMON or equivalent, Query Monitor or
equivalent.
  • Be proficient with DB2 utilities and DB2 backup and recovery.
  • Be able to work with the DMV IT teams to understand the requirements and design databases.
  • Be able to implement and migrate database changes.
  • Have experience securing database objects.
  • Have expertise in evaluating and tuning SQL and experience tuning DB2 subsystem.
  • Have knowledge of DB2 Attachment facilities.
  • Have good knowledge of COBOL/CICS/DB2 application programming environment.
  • Have good communication, documentation and user requirement gathering skills.
  • Be proficient in analyzing, debugging, and troubleshooting issues and ABENDs.
  • Be a team player who can work with other contractors/consultants and permanent employees under a complex team structure.
 
Experience and Skills Preferred
  • Experience installing and configuring DB2 Connect.
  • Experience working with Application Lifecycle Management tools like LCM, CHANGEMAN, ENDEVOR, SCLM, RTC, or similar.
  • Experience working with data modeler tools like ERWIN or similar.
