The Painter works in Facilities Management of the Medical Center. The incumbent will have the skill and knowledge of surface preparation, coating methods, and techniques. The Painter possesses the skill to apply coating materials by any of the accepted techniques. Incumbent works under the supervision of the Building Management Unit Supervisor.

The VAMC in Memphis, TN consists of one main campus located at 1030 Jefferson Avenue, which includes a 60-bed Spinal Cord Injury Unit, and nine community-based outpatient clinics (CBOC). It is a tertiary care facility classified as a Clinical Referral Level I Facility and one of the most complex medical centers in the VA system. Specialized outpatient services are provided through general, specialty, and subspecialty outpatient clinics including a women's health center. Services are available to more than 206,000 Veterans living in a 53-county tri-state area (Tennessee, Arkansas, and Mississippi).
As the Painter, the incumbent's duties include, but are not limited to:
  • Apply paint to equipment, furniture, walls, doors, and windows, ceiling, etc. throughout the medical center.
  • Apply surface coatings using acceptable trade devices such as those designed to give special effects, for example: brushes, rollers, spray guns and graining devices.
  • Determine the methods, techniques, devices, and materials that are best suited to the surface finish required.
  • Prepare surfaces by methods such as smoothing with pumice and rottenstone, filling, shaping, and leveling with metal and synthetic resins, and mixing and applying pre-coating agents such as pickling and alkali compounds.
  • Prepare coating materials by tinting, toning, matching, blending and mixing various activities.
  • Plan and layout the job assigned, select materials, tools and techniques needed and complete work with minimum guidance.
  • Install, patch, and repair vinyl wall covering.
  • Determine materials, tools and techniques needed for vinyl wall covering assignments.
  • Match, tint, tone and blend coating materials and combine agent with coating materials such as catalysts, drying agents and retardants.

Work Schedule: Monday-Friday, 7am to 3:30pm or 7:30am to 4pm

Physical Requirements: Incumbent prepares and coats surfaces from ladders. scaffolds and platforms. Incumbent will be required to work in areas where the surface to be coated is in cramped and hard to reach areas. Incumbent is required to stand, stoop, bend, kneel, climb and work in tiring and uncomfortable positions. Incumbent frequently lifts, carries and sets up materials and equipment that weigh up to 10 pounds. Occasionally incumbent may handle materials and equipment that weigh 40 pounds and over.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
