Job description

Introduction
The Department of Health Services (DHS), Division of Public Health (DPH) is recruiting for a Health Physicistwithin the Bureau of Environmental and Occupational Health (BEOH). This position will be filled as either Nuclear Safety Specialist or Nuclear Safety Specialist - Senior.
This position offers the option to work remotely up to 3 days per week and can be headquartered at one of our central or regional offices in Madison, Green Bay, Milwaukee, or Waukesha. This schedule may vary based on training or operational need. Up to 30% statewide travel and overnight stays are required for this position.

Position Summary
As the Health Physicist, you will be responsible for serving as a technical expert in the design, engineering, and evaluation of methodologies used to reduce and mitigate the risks of ionizing radiation exposure to people and the environment. Responsibilities include:
  • Performing radioactive materials license review and inspecting authorized activities including production, manufacturing, distribution, utilization, storage, security, disposal, and decommissioning.
  • Responding to and investigating allegations and incidents involving radioactive material.
  • Communicating with or interviewing staff at licensed facilities or residential occupants where radiological survey work is being performed.
  • Performing precise and accurate measurements of radiation levels and concentrations of radioactive material.
  • Developing reports of evaluations performed at licensed facilities, investigations and response to incidents.
  • Assisting in the implementation of the state's radiological incident response plan by participating in nuclear plant training, drills, exercises and real events.
  • Acting as the program lead and providing primary support for rulemaking efforts with DHS 157 and comments on proposed federal radiation protection regulations and guidance.

Salary Information
The starting pay for the Nuclear Safety Specialist is between $ $38.00 and $38.58 per hour (approximately $79,000 and $80,200 per year), depending on qualifications, plus excellent benefits. This classification is in pay schedule and range 14/14.
The starting pay for the Nuclear Safety Specialist - Senior is between $47.75 and $50.00 per hour (approximately $99,300 and $104,000 per year), depending on qualifications, plus excellent benefits. This classification is in pay schedule and range 14/13.
A 12-month probationary period is required for both levels. Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction.
Job Details
All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.
DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire. DHS is not an E-Verify employer nor a STEM-OPT eligible employer.
For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.
Employees must have access to both a private workspace and secure high-speed internet for remote work option. Mileage reimbursement to the employee's headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.
This position requires the ability to drive a State vehicle. In order to become authorized to drive a State vehicle, you must meet the requirements for the State of Wisconsin Fleet Vehicle policy, which are:
  • Must have a valid driver's license;
  • Must have minimum of two years non-probationary licensed driving experience with a regular (Class D) driver's license ;
  • Must be 18 years of age.
Additionally, your driving record MUST NOT reflect any of the following conditions:
  • Three or more moving violations and/or at-fault accidents in the past two years;
  • Operating While Intoxicated (OWI)/Driving Under the Influence (DUI) citation within the past 12 months;
  • Suspension or revocation of driver's license.
The individual must be able to lift inspection kits and equipment weighing up to 50 pounds. In addition, the individual needs to have the ability to climb stairs and ladders.
Qualifications
Minimally qualified applicants will have all of the following:
  • Bachelor's degree in the physical sciences, life sciences, or engineering; OR an equivalent combination of education and experience, as defined below. The selected candidate must provide a copy of their transcripts at the time of hire for verification.
    • Four years of formal schooling in physical sciences, life sciences or engineering;
    • Four years of formal schooling if specialized/focused in environmental regulations;
    • Four years of applied radiation protection experience at a facility that uses radioactive material;
    • Four years of operation or technical experience/training in nuclear power;
    • Completion of the Naval Nuclear Power School training;
    • Any combination of the above totaling four years.
  • Experience, education or training in interpreting and applying health and environmental regulations/guidance.
  • Experience, education or training in assessing radiation safety practices and procedures.
  • Experience using technical writing to document tasks/actions in reports or database.
Well-qualified applicants will also have one or more of the following:
  • Experience in the health physics aspects of ionizing radiation (e.g., detectors, measurement, risk analysis, shielding, dose assessment, etc.).
  • Experience with project management (e.g., project plan development, project tracking, reviewing and monitoring outcomes and deliverables, and post project review and evaluation).
  • Experience evaluating and making recommendations on health or environmental regulations.
