Job description

Summary
You will serve as a SECURITY SPECIALIST (COMMAND AND STAFF PROGRAM) in the COMMANDER NAVY REGION MARIANAS.

Duties
Help
  • You will plan, administer and monitor information, personnel and industrial security management programs.
  • You will advise the command on matters pertaining to the security of classified information and eligibility of personnel to access classified information.
  • You will serve as the technical authority required to enforce protective measures for safeguarding information critical to national security,
    providing risk assessments, impacts to readiness when providing requirement/resourcing way ahead.
  • You will Initiate and submit Personnel Security Investigation applications through the Electronic Questionnaires for Investigative processing (e-QIP) or current official system of record and track investigations to completion and adjudication.
  • You will administer and implement command procedures for marking, safeguarding, dissemination, transmission, transportation, escorting, hand-carry, storage and destruction of classified information.
  • You will develop written command information and personnel security instructions, security operating procedures, and supplemental guidelines.
  • You will provide guidance on policies or procedures related to personnel security, adjudication or suitability.
  • You will develop and coordinates security measures and control of visits to and from the command when the visitor requires, and is authorized, access to classified information.
  • You will develop and coordinate a security education, training and awareness program.

  • You will be required to obtain and maintain a current valid United States driver's license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1. Responsible for the eligibility of personnel to access classified information and to be assigned to sensitive duties.
2. Coordinates the Command's security education program.
3. Provides guidance to headquarters staff and regional security managers on applicable policies and procedures.
4. Ensures that all headquarters personnel assigned to national security positions or sensitive duties are appropriately cleared.
5. Coordinate with CNIC HR staff for onboarding and vetting requirements for new employees ensuring check in processes are in place for individuals working on-site and remotely under the Virtual Onboarding Environment (VOE).
6. Serve as an organizational administrator for various security systems to include Electronic Questionnaires for Investigative Processing (e-QIP), Secure Web Fingerprint Transmission (SWFT), and Defense Information Security System (DISS) providing account management oversight to headquarters and region security staff. Serves as a Trusted Agent Security Manager (TASM) by utilizing the Trusted Associate Sponsorship System (TASS) to ensure the proper issuance of CACs to contractors, interns, volunteers and external employees supporting the Navy. Provide guidance to Trusted Agents (TAs) at headquarters to keep all appointees informed of any changes to policies and procedures. Manage multiple TA accounts, access to TASS and track TA training requirements.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
