Overview

Shimmick is seeking a highly talented Senior Preconstruction Manager to be based in Irvine, CA, Suisun City, CA, or a remote location within the western United States.

Responsibilities

Typical responsibilites include, but are not limited to the following:

Strategic Capture and Win Planning
  • Lead strategic planning for key pursuits in target sectors, including client analysis, competitive positioning, and teaming recommendations.
  • Develop and document capture plans, pursuit calendars, and SWOT analyses.
  • Facilitate go/no-go discussions and strategy sessions with executive sponsors and BD teams.
  • Ensure all messaging reflects the client's values, pain points, and success criteria.
Proposal Leadership and Content Development
  • Serve as proposal lead on complex pursuits from RFQ through shortlist, interview, and final RFP response.
  • Own the win strategy, key messaging, and storyboarding process across written and visual content.
  • Write and edit executive summaries, approach sections, and resumes to elevate proposal impact.
  • Oversee the compliance, accuracy, and brand voice of all submittals.
Client and Internal Facilitation
  • Lead internal kickoff meetings, partner work sessions, and interview preparation.
  • Coordinate input and feedback from subject matter experts, joint venture partners, estimators, and executives.
  • Guide interview strategy and coach internal teams on presentation delivery and Q&A readiness.
  • Foster strong relationships with clients during prepositioning, procurement, and debrief stages.
Contract and Procurement Intelligence
  • Analyze RFQs, RFPs, and contract documents to identify key risks, requirements, and opportunities.
  • Coordinate with legal, estimating, and risk management teams to ensure proposal responses reflect contract compliance and risk mitigation strategy.
  • Track industry trends in progressive contracting (e.g., CMGC, P3, DBFOM) and communicate implications to the team.
Collaboration and Mentorship
  • Support the development of pursuit tools, templates, and best practices.
  • Mentor junior pursuit managers and coordinators by sharing knowledge on writing, positioning, and client engagement.
  • Contribute to a high-performance, collaborative proposal culture built on curiosity, agility, and strategic thinking.
Qualifications

Minimum Requirements:

  • Bachelor's degree in Communication, Business, Engineering, Environmental Studies, or related field + 12 years of relevant experience in pursuits, capture planning, marketing, or proposals within the AEC, infrastructure, or water/energy sectors or demonstrated equivalency of experience and/or education, including 2 years of leadership.

 Preferred Qualifications:

  • Strong writing, editing, and messaging skills, with experience tailoring technical content for client needs.
  • Experience facilitating meetings and working groups with diverse stakeholders, including engineers, executives, and JV partners.
  • Familiarity with CMAR/CMGC, Design-Build, and alternative delivery contracting models.
  • Proficiency in Microsoft Office, Adobe InDesign, SharePoint, CRM software (Cosential).

 The salary range for this position is between $195,000.00 - $235,000.00 per year depending on experience and/or education.
