Summary
About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 780th Military Intelligence Brigade, 782d Military Intelligence Battalion, located at Fort Gordon, Georgia.

Duties
Help
  • Serves as a Senior Certified Interactive On-Net Operator (ION) and subject matter expert for the 780th Military Intelligence Brigade, 782d Military Intelligence Battalion.
  • Exploits computer components and architectures, including the functions of various components and peripherals, basic programming concepts, assembly codes, TCP/IP, OSI models, underlying networking protocols, security hardware, and software options.
  • Maintains operational, technical, and authoritative situational awareness during exploitation and while performing Cyberspace Operations.
  • Acts as an operational subject matter expert and provides input towards intelligence reports, pre/post mission briefs, and the targeting cycle.
  • Coordinates with other Cyber Specialists to give and/or obtain information relating to support in cyberspace, support to collections management initiatives, planning operations and goals, and initiatives and assessments.
  • Mentors developmental and Basic Certified IONs and serves on assessment panels for selection of ION candidates.
  • Through regular review of message traffic, intelligence information, data analysis, and from other sources of information, identifies intelligence gaps,
  • Advises supervisor on specific findings and recommends appropriate courses of action, and, provides technical feedback towards the productions of finished intelligence products.
  • Provides and maintains draft documentation for cyberspace operations and CNO tactics, techniques, and procedures (TTP) as inputs to training programs.
  • Assists with integrating Cyberspace Operations capabilities into operations/exercise design and integrating/synchronizing Cyber-related effects.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Must be able to obtain and maintain a TOP SECRET security clearance based on a Single-Scope Background Investigation (SSBI) with eligibility for Sensitive Compartmented Information (SCI).
  • Must be able to obtain and maintain access to National Security Agency (NSA) facilities and networks.
  • Temporary duty (TDY) travel will be required 25% or less of the time.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • Stress is inherent in the nature of work: The many short-suspense actions and pressures of time from nearly all contacts contribute to heightened demands.
  • Under crisis operations may be subject to short notice expanded hours and possible recall situations and irregular work hours, including weekends and holidays.
  • Overtime/shift work may be required.
  • This position is considered Non-Combat Essential (NCE) in support of the Army's mobilization and wartime mission during periods of increased tension and mobilization and could be assigned to any location worldwide.
  • Employees assigned to NCE positions must sign DD Form 2365.
  • Failure to perform the duties of this position in an emergency may result in appropriate action - defined as separation for the efficiency of the Federal service under the procedures contained in 5 CFR 752.
  • This position is designated Mission Essential, must be able to remain on duty or make every effort to report to duty on-time during emergency and/or crisis situations.
  • Must be able to successfully complete with a passing grade the Remote Operator training course (FORGE) within the required timeframe (2 years).
  • Must be able to obtain Senior level USCYBERCOM/ARCYBER JQR certification within 2 years of completing the Remote Operator training.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
To qualify based on your experience, your resume must describe at least one (1) year of experience equivalent to at least the GG-12 grade level in the Federal service which prepared you to do the work in this job. Specialized experience is defined as: Conducting offensive Computer Network Operations (CNO), network reconnaissance and vulnerability analyses of system networks and or hosts; collecting raw intelligence critical to operational objectives while performing cyberspace operations; and, researching military, political, scientific, and technical developments. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-12).
Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
