Position Overview

All Hands Consulting is seeking experienced FEMA Public Assistance (PA) Program Delivery Managers (PDMGs) to join our Recovery Cadre pipeline.

This role supports federal disaster recovery operations, helping state, local, tribal, and territorial governments as well as eligible private nonprofit organizations navigate the FEMA Public Assistance Program following disaster events.

This posting is for our Recovery Cadre roster and is not an immediate hire. Qualified candidates will be added to our internal deployment pipeline and considered for future FEMA recovery missions and client engagements that align with their experience and availability.

Depending on the assignment, this role may involve remote support, intermittent travel, or extended disaster recovery deployments.

Key Responsibilities

Program Delivery Managers support clients throughout the FEMA Public Assistance recovery process, including:

  • Provide technical support to state, local, tribal, territorial governments, and private nonprofit organizations recovering from disaster events.

  • Guide applicants through the FEMA Public Assistance Program lifecycle, including eligibility, documentation, and compliance requirements.

  • Assist clients with collecting and organizing damage documentation, cost records, and facility information required for FEMA reimbursement.

  • Review and analyze financial records, maintenance documentation, and damage assessments to support funding eligibility.

  • Support development and formulation of FEMA Public Assistance Project Worksheets (PWs).

  • Coordinate with FEMA representatives, applicants, and recovery partners to advance projects through the recovery process.

  • Assist applicants in understanding FEMA policy, guidance, and documentation requirements.

  • Track project progress and ensure documentation supports cost eligibility and compliance.

  • Support additional disaster recovery program activities as required.

QualificationsRequired
  • 2+ years of professional experience in emergency management, disaster recovery, public sector consulting, or related fields.

  • Experience supporting FEMA Public Assistance (PA) Program activities or similar disaster recovery programs preferred.

  • Bachelor’s degree in a relevant field such as:

    • Emergency Management

    • Public Administration

    • Public Policy

    • Business Administration

    • Economics

    • Political Science

  • Strong analytical and documentation review skills.

  • Ability to work effectively with government clients and multi-agency partners.

  • Strong written and verbal communication skills.
