Job Description: DoD IT Architecture and Business Development Lead

Position Summary:

The DoD IT Architecture and Business Development Lead is responsible for overseeing pre-implementation work for the Joint Operational Medicine Information Systems (JOMIS) portfolio and providing high-level business development and delivery support to the Defense Health Agency (DHA) Cybersecurity team. This role requires an individual with a strong IT background, preferably in application architecture or healthcare integration, who can balance technical oversight, requirements development, and executive-level client engagement. The Lead will ensure that JOMIS requirements are clearly documented and communicated while also guiding DHA Cybersecurity projects from assessment into implementation. An active Top Secret clearance is required.

Salary Range $100,000 - $120,000

Responsibilities and Duties:

  • Lead pre-implementation activities for Modern JOMIS Products, including requirements development, technical documentation, and stakeholder engagement.

  • Oversee business development activities within JOMIS, building strong relationships with senior leadership and identifying growth opportunities.

  • Provide strategic oversight for DHA Cybersecurity projects, ensuring delivery excellence and alignment with cybersecurity implementation plans.

  • Guide requirement analysis and technical writing efforts to ensure program objectives are clearly defined and actionable.

  • Act as a liaison between project teams and DHA leadership to align business development with execution.

  • Support federal capture activities, proposals, and growth initiatives in the defense healthcare IT space.

  • Mentor and manage team members in IT architecture, healthcare integration, and program management best practices.

  • Ensure compliance with DoD cybersecurity standards, federal health IT regulations, and enterprise integration practices.

  • Coordinate cross-functional teams and maintain situational awareness of ongoing JOMIS and DHA Cybersecurity activities.

Required Knowledge and Skills:

  • Strong understanding of IT architecture and healthcare integration within federal or DoD environments.

  • Knowledge of cybersecurity principles, compliance frameworks, and DHA security requirements.

  • Experience in requirements analysis, technical writing, and documentation for pre-implementation projects.

  • Ability to engage senior leaders and perform business development activities in support of growth and capture.

  • Excellent communication skills (oral and written) with the ability to translate technical requirements into executive-level deliverables.

  • Strong planning, organizational, and problem-solving skills with the ability to manage multiple priorities.

  • Business development and relationship management skills within federal contracting.

Education and Experience:

  • Active Top Secret Security Clearance required.

  • Bachelor’s degree in Information Systems, Computer Science, Information Technology, or a related field.

  • Alternate acceptable background includes a degree in Liberal Arts or Business with emphasis in IT, Healthcare Management, or Healthcare Informatics.

  • Minimum 5–7 years of experience in IT architecture, healthcare integration, or federal health IT program management.

  • Experience working with DoD agencies, preferably the Defense Health Agency or other federal health IT organizations.

Desired/Preferred:

  • Background in healthcare informatics and IT architecture within federal or defense healthcare systems.

  • Experience supporting business development and capture in federal contracting.

  • Previous leadership experience overseeing IT or cybersecurity projects in the Department of Defense.

  • Certifications in cybersecurity (CISSP, Security+, CISM), program management (PMP), or healthcare IT (CPHIMS) preferred.

Technical Skills:

  • Microsoft Products: Office 365, Outlook, Teams, Word, Excel, PowerPoint, and Web Applications a must

  • Familiarity with federal cybersecurity frameworks and DHA or DoD IT systems.

  • Ability to use project management and documentation tools effectively.
