Job Summary:
We are seeking a highly analytical and results-driven Senior Pricing Analyst with deep experience in federal government contracting to join our Contracts & Pricing team. This role plays a critical part in shaping competitive and compliant pricing strategies across the full business development lifecycle.
The ideal candidate will bring strong expertise in Price-to-Win (PTW) analysis, financial modelling, and full P&L ownership, along with the ability to translate complex pricing data into actionable insights. You will collaborate closely with capture teams, finance, and executive leadership to develop winning pricing strategies for federal, state, and local opportunities.
Key Responsibilities:
  • Lead Price-to-Win (PTW) analysis to evaluate competitor strategies, labor rates, and cost structures
  • Conduct pre-pricing assessments and develop Rough Order of Magnitude (ROM) estimates during early capture stages
  • Build and maintain detailed cost models for various contract types (FFP, CPFF, T&M, IDIQ, GWAC, etc.)
  • Develop pricing narratives, Basis of Estimate (BOE), and proposal pricing volumes
  • Ensure compliance with FAR, DFARS, CAS, and TINA regulations
  • Manage and analyze program-level and portfolio-level P&L, including variance tracking and forecasting
  • Maintain and optimize wrap rate models (fringe, overhead, G&A, fee)
  • Perform financial scenario planning and risk/sensitivity analysis to maximize competitiveness and profitability
  • Support DCAA/DCMA audits and respond to pricing-related inquiries
  • Partner with capture, finance, and program teams to develop pricing strategies aligned with win probability
  • Lead pricing efforts for high-priority pursuits and support proposal development lifecycle
  • Assist in subcontractor pricing and negotiation, including workshare distribution
  • Mentor junior analysts and contribute to process improvements and standardization.

Required Skills & Qualifications:
  • Bachelor's degree in Finance, Accounting, Economics, Business Administration, or related field
  • 7+ years of experience in pricing within federal government contracting
  • Strong expertise in Price-to-Win (PTW) methodologies and competitive analysis
  • Advanced proficiency in Microsoft Excel (financial modelling, pivot tables, advanced formulas)
  • Deep understanding of FAR, DFARS, CAS, and TINA regulations
  • Proven experience building and managing P&L models and cost structures
  • Experience pricing across multiple contract types: FFP, CPFF, T&M, IDIQ, GWAC, BPA
  • Familiarity with pricing tools such as PRICE-H, SEER, or equivalent
  • Knowledge of DCAA/DCMA audit processes and compliance requirements
  • Strong analytical, problem-solving, and decision-making skills
  • Excellent communication and presentation skills, with the ability to simplify complex financial data for leadership
  • Ability to work cross-functionally in a fast-paced capture and proposal environment

Preferred Qualifications:
  • Master's degree (MBA or MS in Finance or related field)
  • Experience with large-scale contract vehicles such as GSA MAS, STARS III, OASIS+, USDA STRATUS, etc
  • Certifications such as CPCM (NCMA), APMP, or equivalent
  • Experience with tools like GovWin IQ, Bloomberg Government
  • Familiarity with CostPoint, Unanet, or Deltek systems
  • Domain experience across federal agencies such as DoD, DHS, HHS, VA, or civilian IT sectors
