Summary
Employee will serve as a Painter located within Facilities Building Maintenance and Construction, Maintenance and Operation section, Engineering Service, Richard L. Roudebush Veterans Healthcare System in Indianapolis, Indiana.

Duties
Help
Duties will include but may not be limited to the following:
  • Prepares various surfaces of interior and exterior components of buildings and other structures by mechanically and chemically removing old paint and rust, filling cracks, sanding, and applying fillers and base coats, includes treating surfaces with oil turpentine, or other preparations.
  • Mixes, thins, blends, matches, tints, and tones coating materials. Adds pigment and/or thinners to gauge the change of color tone and drying properties, includes mixing stains, epoxies, enamels, varnishes, shellacs, lacquers, plastic paints, and other surface coating materials.
  • Applies coating materials using brushes, rollers, spray guns, and other means of application and ensures surfaces have a smooth textured and decorative appearance and meet thickness and level requirements.
  • Hangs, replaces, or repairs all types of walls covering and selects proper tools for hanging wall covering, includes patching, priming, sizing, sanding, and cutting and shaping designs for custom designs and patterns.
  • Uses and maintains tools and equipment common to the Painter trade (e.g., trowels, knives, sanders, sponges, brushes, rollers, spray guns, graining devices, viscosity testers, gauges, compressors, and common hand and power tools.
  • Applies safety rules and regulations to assure safe practices and procedures are followed.
  • Maintains records and documents actions.
  • Perform other duties as necessary.

Work Schedule: Full-Time, Monday-Friday, 7:00am - 3:30pm. Day hours are negotiable and may be discussed during
interview.

Qualifications
DRIVER'S LICENSE REQUIREMENT: Do you possess a current, valid state-issued Driver's License. (Note: We may not accept pictures. Please Do Not submit a copy of your license. This requirement will be verified if interviewed.)
QUALITY RANKING FACTOR (QRF): Possess a current Production Acceptance Certification (PAC) in Painting. Applicants possessing this certification may be ranked above applicants who do not possess the certification. NOTE: To receive credit, supporting documentation is required.
SCREEN-OUT: Ability to do the work of a Painter without more than normal supervision. Related qualifying experience includes performing painting and surface finishing work in a hospital, healthcare, commercial, industrial, maintenance, construction, or similar environment, performing surface preparation, drywall finishing and repair; mixing and applying paints and coatings; applying coatings using brushes, rollers, and spray equipment; operating hand and power tools; and following established safety procedures and regulations. NOTE: To receive credit, resume(s) must clearly detail duties you have performed to support responses provided to this questionnaire and support the responsibilities of the position.
PHYSICAL REQUIREMENTS/WORKING CONDITIONS: Alertness, good vision and color perception, manual coordination and agility are necessary. Climbing, considerable lifting, stooping, bending, and kneeling are involved, as well as periods of sustained physical effort. Shorts periods of close concentration are required. The painters prepare and coat surfaces from ladders, scaffolds, platforms, and work in cramped and hard-to-reach places, in tiring and uncomfortable positions. Frequently lift, carry, and set up materials and equipment up to 50 pounds. Occasionally, handling heavier objects with assistance. Employee is exposed to hazards commonly encountered in this occupation from falls, harmful fumes of solvents and thinners from spraying equipment, eye irritation and strains, and exposure to toxic paints, chemicals, or other hazards that may require occupational health examinations. Exposed to all types of weather conditions. May be required to train and/or guide lower graded employees.

For this position, the job element method is used to match what you, the applicant, can do against what the work calls for. Your knowledge, skills and abilities will be compared to the knowledge, skills and abilities (called job elements) needed for success. Your qualifications will first be evaluated against the prescribed screen out element (WG-2 and higher only; screen-outs are not applicable to WG-1). Applicants who appear to meet the screen out element are considered for further rating; those who do not are rated ineligible and are eliminated from consideration. The potential eligibles are rated against the remainder of the job elements. While a specific length of training and experience is not required, your responses to the questionnaire must be supported by detailed descriptions of your experience on your resume.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
