Salary:

Purpose

Pace Contracting is seeking an experienced Part-Time Payroll & Compliance Administrator to oversee payroll compliance for prevailing wage and government-funded construction projects. This individual will play a critical role in ensuring compliance with Davis-Bacon and Related Acts (DBRA), prevailing wage regulations, Department of Labor (DOL) requirements, and owner specific reporting requirements.

The ideal candidate is a proactive professional with exceptional communication skills who can confidently work with owners, engineers, subcontractors, and internal project teams. This position requires someone who is detail-oriented, highly organized, and passionate about maintaining compliance while building positive relationships with our project partners.


Duties and Responsibilities

  • Administer payroll compliance for federal, state, and locally funded construction projects.
  • Review and audit weekly certified payroll reports submitted by subcontractors for accuracy and compliance.
  • Upload certified payroll reports into owner-required platforms such as LCPtracker, Procore, or other compliance portals.
  • Monitor subcontractor compliance and proactively resolve payroll discrepancies before they become compliance issues.
  • Train and educate subcontractors on certified payroll requirements, prevailing wage regulations, and submission procedures.
  • Prepare and submit quarterly compliance reports required by owners, engineers, and government agencies.
  • Ensure compliance with Davis-Bacon and Related Acts, prevailing wage laws, fringe benefit requirements, and applicable labor regulations.
  • Interpret wage determinations and ensure proper classifications, wage rates, and fringe benefit calculations.
  • Communicate directly with owners, engineers, subcontractors, and regulatory agencies regarding payroll compliance matters.
  • Proficiency in payroll compliance and Department of Labor regulations.
  • Maintain organized documentation to support audits and owner reviews within company systems.
  • Partner with Project Managers, Project Engineers, Accounting, and Operations to ensure timely compliance throughout each project.
  • Stay current on changes to labor laws, prevailing wage determinations, and DOL guidance.
  • Assist with payroll-related audits and compliance reviews.
  • Support internal process improvements to strengthen compliance across all projects.

Skills and Abilities

  • Minimum 5 years of experience administering certified payroll and prevailing wage compliance within the construction industry.
  • Extensive knowledge of:
    • Davis-Bacon and Related Acts (DBRA)
    • Prevailing Wage laws
    • Fringe Benefit calculations
    • Department of Labor (DOL) regulations
    • Certified Payroll reporting
  • Experience reviewing subcontractor certified payrolls.
  • Experience preparing owner and engineer compliance reports.
  • Strong understanding of labor classifications and wage determinations.
  • Excellent written and verbal communication skills.
  • Ability to interact professionally with owners, engineers, subcontractors, and internal teams.
  • Strong organizational skills with exceptional attention to detail.
  • Ability to manage multiple projects and deadlines simultaneously.
  • Proficient with Microsoft Office, particularly Excel.
  • Preferred experience with LCP Tracker, Procore, and/or other payroll tracking systems.
