Job description

  • Public Education and Outreach:
    • Conduct virtual and in-person presentations, health insurance education sessions, and community events to raise awareness about Pennie and qualified health plans.
    • Educate and engage diverse stakeholders, including underserved populations, community-based organizations, chambers of commerce, and other partners.
    • Research and identify opportunities to reach uninsured individuals and the organizations that serve them.
    • Evaluate community-specific and statewide data to guide outreach activities and messaging.
  • Customer Assistance:
    • Provide fair, impartial, and accurate information about health coverage options available through Pennie, including Medical Assistance (Medicaid), and the Children's Health Insurance Program (CHIP).
    • Help individuals submit eligibility applications for coverage and financial savings through federal tax credits.
    • Clarify distinctions among various health coverage options and terms, and assist consumers in making informed decisions about their health coverage selection.
    • Facilitate enrollment in qualified health plans through Pennie.
    • Support customers throughout the enrollment process and beyond to ensure they can utilize and maintain their health coverage.
  • Operational Support:
    • Maintain expertise in eligibility, enrollment, and program specifications of Pennie.
    • Perform actions on designated customer accounts, including viewing and updating individual profiles and applications (with proper authorization).
    • Provide comments on individual profiles, act as a proxy to an individual account, and resend activation emails when necessary.
    • Mark individuals as inactive when appropriate.
    • Collaborate with Pennie staff, the Assister Network, and other stakeholders to advance organizational goals. 

Requirements

  • Certification and Training:
    • Upon hiring, Assisters must complete approved Pennie training and pass all required certification exams, with annual recertification required. They must also obtain certification from their Certified Designation Organization (CDO) after completing Pennie-approved training.
  • Registration:
    • Registration as an Exchange Assister with the Pennsylvania Department of Insurance (PID) is required. This includes meeting the requirements of the Pennsylvania Navigator and Exchange Assister Accessibility and Regulation Act (2015 Act 7), being at least 18 years old, residing or having a registered business in Pennsylvania, and not having a history that would prevent obtaining an insurance producer license. Applicants must submit an application and fingerprints for a criminal history check.
  • Skills and Knowledge:
    • A professional understanding of the Affordable Care Act (ACA), Pennie's health insurance plans, and financial assistance programs is necessary. Assisters also need strong organizational, problem-solving, and independent thinking skills. The ability to work effectively in a dynamic environment and excellent communication skills are also key for engaging diverse individuals and providing clear information.
