Position Overview

Subject to management approval, manages the IES User Acceptance Testing Team; organizes, plans and executes management approach to test IES defect fixes, enhancement requests, Datacap and other identified technical resolutions to IES issues. Ensures scripts developed fully encompass technical and policy functionality as well as program integrity for testing purposes. Utilizes JIRA and other software to monitor development and provide input during development. Sets schedule and priority for testing; Interacts with developers, DoIT, Training and other bureaus to ensure understanding; Analyzes data and prepares reports regarding productivity, workflow and other factors. Serves as a full line supervisor; ensures agency goals, policies and procedures are maintained.

Essential Functions
  • Serves as manager of the IES User Acceptance Testing Team (UAT).
  • Serves as a full line supervisor.
  • Monitors and manages the development of test scripts for all aspects of IES and Datacap functionality.
  • Prepares reports and provides updates to management regarding testing to be conducted, tests completed and outcomes.
  • Reviews policy and rule changes impacting service delivery via IES to ensure accurate script creation.
  • Collaborates with contractor, Department of Innovation and Technology (DoIT), Training, Process Improvement and other Bureau's to identify and correct IES issues, provide recommendations and ensure comprehensive approach to address issues for the field.
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience managing a user acceptance testing system for a service delivery organization.
Preferred Qualifications
  • Three (3) years of administrative experience in the service delivery of eligibility systems.
  • Three (3) years of administrative experience writing and interpreting system requirements from a business and technical perspective for a public or private organization.
  • Three (3) years of administrative experience planning, developing and executing business test scenarios and effectively communicating the results of business test cases.
  • Three (3) years of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff, approving time off, and preparing and signing performance evaluations.

  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires the ability to work overtime and/or outside of regular business hours.

The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission.
