Telecom Engineer II – Outside Plant Fiber Engineer

Primary Talent Partners has a new contract opening for a Telecom Engineer II – Outside Plant Fiber Engineer with our large power and utilities client in Raleigh, NC. This is a 12-month contract with a potential for extension. This is a hybrid position - 3 days a week in office.

Pay: $46.00- $51.00/hr; W2 contract, no PTO, no Benefits. ACA-compliant supplemental package available for enrollment. Candidates must be legally authorized to work in the United States and must be able to sit on Primary Talent Partners W2 without sponsorship.

The Telecom Delivery – Carolinas East team in Raleigh is currently seeking an individual with Outside Plant (OSP) Fiber Engineering and project delivery experience to join the team. The Senior Fiber Engineer will be responsible for the planning, design, and construction oversight of fiber optic network infrastructure supporting enterprise and utility operations. This role plays a critical part in ensuring reliable, scalable, and secure communications across Transmission and Distribution systems. The position operates as an individual contributor with significant cross-functional coordination and external contractor engagement.

Responsibilities and Duties

1. Network Planning & Design

  • Develop and maintain fiber optic network designs, including backbone, lateral, and access network architecture.
  • Perform route selection, fiber capacity planning, and redundancy design to support critical utility communications.
  • Produce engineering drawings, splice schematics, and construction documentation.

2. Construction Oversight & Execution

  • Oversee the construction and installation of OSP fiber infrastructure, ensuring alignment with design specifications and industry standards.
  • Coordinate and manage external contractors responsible for fiber installation, splicing, and testing.
  • Conduct field inspections, validate construction quality, and ensure adherence to safety and compliance requirements.

3. Cross-Functional Collaboration

  • Partner closely with Transmission, Distribution, and Relay teams to align fiber infrastructure with grid modernization and operational needs.
  • Support integration of telecom infrastructure with substation, protection, and control systems.
  • Provide technical guidance and coordination during outages, upgrades, and new project deployments.

4. Vendor & Contractor Management

  • Serve as the primary point of contact for third-party contractors and service providers.
  • Review contractor deliverables, schedules, and performance to ensure quality and timeliness.
  • Resolve field issues, design discrepancies, and construction challenges in real time.

5. Documentation & Compliance

  • Maintain accurate network records, as-builts, and asset documentation.
  • Ensure compliance with internal standards, regulatory requirements, and industry best practices.
  • Support permitting, easement coordination, and right-of-way considerations.
Required Qualifications
  • Bachelor's degree in telecommunications, engineering, or related field with 5 years direct outside plant fiber engineering work-related experience.
  • In lieu of bachelor's degree, an associate's degree with 10 years direct outside plant fiber engineering work-related experience OR a High School Diploma and 15 years direct outside plant fiber engineering work-related experience.
  • Experience in fiber optic network design, OSP engineering, or telecommunications infrastructure.
  • Strong understanding of fiber construction methods, splicing, and testing (OTDR, power meter).
  • Ability to interpret engineering drawings, maps, and GIS data.
  • Experience working with contractors and field crews.
  • Ability to work independently with little direct supervision.
  • Ability to work well within a team, either as a lead, or a peer team member.
  • Basic MS Office skills including Word, Excel, PowerPoint, Visio, SharePoint, & Teams.
Desired Qualifications
  • Experience in utility or energy sector telecommunications environments.
  • Familiarity with substation communications, SCADA, or protection systems.
  • Knowledge and proficiency of applicable standards (e.g., NESC, IEEE, ANSI).
  • Experience with GIS, AutoCAD, or fiber management systems.
  • Strong project coordination and organizational skills.
  • Understanding of basic principles of project management and project planning.
  • Effective communication across technical and non-technical stakeholders.
  • Problem-solving in dynamic field environments.
  • Attention to detail and commitment to safety and quality.
  • Good written and oral communication skills.
  • Experience with Service Now tools and processes.
  • Fundamental knowledge of Agile methodology, Kanban, and Jira.
Working Conditions
  • Location: Raleigh
  • Combination of office and field-based work, including site visits to substations and construction areas.
  • Frequent interaction with internal engineering teams and external contractors.
  • Up to 5-10% travel to support site visits and implementation activities as needed within the Carolinas East region.
  • Hybrid – 3 days per week in the downtown Raleigh office; work will be performed from both remote and onsite locations after the onboarding period. However, hybrid employees should live within a reasonable commute to the office.
