Job description

Job Responsibilities Provides engineering guidance on concrete, steel, cement, and other related materials on department projects. Provides technical support and interpretation of plans and specifications to department and consultant engineers and inspectors. Assists with the development of specifications related to structural steel, concrete, cement, and other related materials.

Serves as chair or member of various joint SCDOT/industry committees and task forces. Assists in the oversight of the SCDOT Concrete Technician. Certification Program to include teaching classes.

Develops and maintains department Qualified Product Policies and Lists pertaining to structural steel, concrete, and related materials. Oversees the department's certified welders' program. Reviews material certifications for project acceptance as assigned.

Provides general supervision to the Structural Field Services supervisor. Provides oversight of the Prestressed Concrete Inspection Program and Structural Steel Inspection Program including technical support, engineering guidance, management of on-call contracts, and interpretation of plans and specifications to department and consultant inspectors. Manages the statewide certification and qualification programs for suppliers of concrete pipe, precast structures, and ready-mix concrete.

Consults with department and industry personnel on steel fabrication plans, testing, and erection issues. Provides assistance to AASHTO auditors at in-state facilities. Provides general supervision to the Concrete/Steel/Cement Physical Testing Supervisor.

Provides oversight of the testing of concrete, steel, cement, fly ash, and other related materials. Ensures the accuracy of test reports and calibration records for accreditation. Performs related tasks in AWP and ProjectWise as needed.

Provides general supervision to the Chemical Testing Manager. Sets technical priorities regarding testing, accreditation, test procedures, and other matters. Provides guidance for chemical testing activities for other OMR materials units.

Conducts complex structural materials investigations and acts as principal investigator on research projects related to structural steel, concrete, and related materials; seeks opportunities for implementation and provides a point of contact for construction support. Serves as an expert witness during litigation as required. Performs other related duties as assigned.

Minimum and Additional Requirements A bachelor's degree in Engineering and five (5) years of engineering work experience. Necessary Special Requirement: Registration as a Professional Engineer by the South Carolina State Board of Registration for Professional Engineers and Surveyors. A valid motor vehicle operator's license is required.

The physical demands for the essential functions involves sitting or standing at a desk for extended periods of time. This position may require occasional travel. May require bending, stooping, reaching, twisting, climbing, balancing, and kneeling.

Walking for extended periods, treading rough terrain, working in close proximity to motoring traffic, and in natural environmental hazards. May be required to work outside normal business hours or respond to emergency situations.
