Job description

Organization: Tustin Police Foundation

Location: Tustin, CA (Hybrid / Community-Based)

Position Type: Part-Time (13 Hours Per Week)

Compensation: $1,000/Month Operational Stipend + Gas & Cell Phone Allowance + Performance-Based Fundraising Bonuses

About the Tustin Police Foundation

The Tustin Police Foundation supports the Tustin Police Department, fosters community-oriented policing, and builds vital bridges between law enforcement and our local neighborhoods. We are currently launching major public safety initiatives, including the build-out of our Real-Time Crime Center (RTCC) and deeply expanding our outreach to Community Development Block Grant (CDBG) neighborhoods.

Position Summary

We are seeking an entrepreneurial, self-motivated, and community-minded Executive Director to manage our day-to-day operations, lead our community outreach, and represent the Foundation throughout the City of Tustin.

This is a highly flexible, part-time role (13 hours per week) designed for a proactive leader. Compensation is structured around a steady monthly stipend to cover core administrative and operational duties, combined with successful performance-based program designed to directly reward your success in securing grants and sponsorships for the Foundation.

Core Responsibilities

Community Outreach & City Representation

  • Serve as the primary public face and representative of the Tustin Police Foundation to the City of Tustin, local businesses, and community stakeholders.
  • Directly lead and execute the CDBG Community Outreach & Safety Enhancement Plan, which includes organizing educational workshops at the Clifton C. Miller Center and coordinating mobile park pop-ups.
  • Actively bridge relationships with residents in low-to-moderate-income neighborhoods, ensuring they are connected to public safety resources.

Grant Writing & Fundraising (Primary Growth Driver)

  • Identify, write, and secure private, state, and federal grants (including CDBG allocations) to fund Foundation programs and the RTCC build-out.
  • Cultivate relationships with local corporate sponsors and individual donors.

Operations & Team Management

  • Oversee the day-to-day administrative operations of the Tustin Police Foundation (capped at 13 hours/week).
  • Recruit, mentor, and manage a small team of university/local interns to assist with marketing, events, and administrative tasks.
  • Report directly to the Board of Directors, providing monthly operational and financial updates.

Compensation & Perks

  • Monthly Operational Stipend: $1,000 per month. To ensure compliance with California labor standards, this stipend is structured as a part-time hourly equivalent of $16.90/hour, with expected operational duties strictly capped at 13 hours per week.
  • Technology & Travel Allowance: A monthly stipend to cover personal cell phone and gas utilities.
  • Lucrative Performance-Based Bonuses: A robust milestone-based bonus structure designed to reward fundraising success. Bonuses are scaled to equal up to a 20% value equivalent of new programmatic funding and grants secured by the Director, subject to Board approval and individual grant terms.
  • Schedule Flexibility: Highly flexible, hybrid work schedule (requires attendance at monthly board meetings and scheduled community events in Tustin).

Qualifications

  • Proven experience in grant writing, fundraising, or nonprofit development (highly preferred).
  • Exceptional public speaking, communication, and interpersonal skills.
  • Strong organizational skills with the ability to work independently and manage interns within a 13-hour weekly framework.
  • Deep passion for community safety, collaborative policing, and supporting the Tustin community.
  • Must pass a standard background check.

The Tustin Police Foundation is an Equal Opportunity Employer. All employment practices are in accordance with California law.
