SUMMARY:

The Deputy Director of Quality will lead DotHouse Health’s Quality Program, driving optimal performance on quality-related grants and contracts with core focus on health equity.


GENERAL DUTIES & RESPONSIBILITIES:

  • Serve as the content expert on all quality measures for which DotHouse Health has reporting or performance responsibility;
  • Manage the annual update process for the DotHouse Clinical Quality Program plan;
  • Oversee day-to-day clinical quality activities across the health center;
  • Design population health interventions and supervise the Population Health Manager with implementation;

o Design population health interventions and supervise the Population Health Manager with implementation;

o Collaborate with the ADON and Nurse Managers in providing Medical Assistant team management for all quality-related tasks;

o Deliver or support provider training for all quality-related workflows and documentation requirements;

  • Lead or co-lead the Performance Improvement Committee clinical projects, including coordinating stakeholders, coaching co-leads and team members, providing project management and data tracking support, and ensuring timely reporting;
  • Support the Director of Practice Strategy and Transformation in implementing clinical workflows related to MassHealth sub-capitation program, MassHealth Equity Incentive program, and grants;
  • Support the Director of Practice Strategy and Transformation and the Director of Clinical Informatics and Primary Care in identifying and implementing opportunities for EHR optimization;
  • Oversee all data collection, data validation, and data analysis activities for clinical quality measures included in quality contracts;
  • Maintain accurate and complete data mapping for the DHH instances of the Azara DRVS and Arcadia platforms;
  • Produce timely provider and primary care team dashboards and assist other health center leaders with dashboard development for their areas;
  • Assess training needs of DotHouse Staff in the areas of quality improvement, use of data/reporting platforms, and project management, and develop/lead training sessions;
  • Provide regular communication about quality and performance improvement activities, including sending newsletters and presenting at staff and board meetings;
  • Maintain compliance with external QI/QA-related requirements, such as those set forth by HRSA, NCQA PCMH, grant guidelines, etc.;
  • Identify opportunities for DHH to collaborate with colleagues across BHN, BACO, the League, etc., in identifying and sharing best practices;
  • Represent DHH in external quality committee and workgroups, including the BACO Quality Committee and BHN QI Learning Collaborative;
  • Responsible for timely and accurate reporting for all clinical quality contracts, UDS clinical quality measures, and quality-related grant activities;
  • Provide direct supervision and project design support for public health interns to support a robust and diverse pipeline of local community health professionals with an interest in primary care;
  • Champion health equity at DotHouse in all aspects of quality and population health;
  • Operate independently. Use independent judgment and discretion to make decisions affecting programs and staff as it relates to operations/services and DotHouse policy.

Requirements:

Education:

Master’s degree in nursing, public health, public policy, public administration, healthcare administration, or related field required.

Experience:

· Minimum five years’ experience coordinating or management quality improvement, population health, healthcare operations, or public health programs preferred.

· IHI/Lean/Six Sigma training and/or PMP or other PM certification preferred.

Desired skills/abilities/competencies

· Strong demonstrated commitment to health equity required;

· Leadership experience or training required;

· Project management skills required, including the ability to lead multiple concurrent projects and prioritize effectively;

· Intermediate to advanced skills in data analysis required, including experience with Microsoft Excel and data visualization tools;

· Able to learn new technologies quickly, including EHR (OCHIN/EPIC) workflows and reporting functions;

· Superior communication skills (verbal and written), allowing DotHouse staff with varying technical and clinical backgrounds to understand improvement data and methods;

· Experience and comfort in using Microsoft Office suite is required;

· Able to collaborate effectively with diverse stakeholders including clinical, operations, and IT staff;

· Ability to effectively operate independently.
