GENERAL STATEMENT OF JOB
Provides recruiting and on-boarding expertise and assistance to Okaloosa County departments; coordinates the recruiting and on-boarding process.
EXAMPLES OF WORK
• Provides support and guidance to hiring managers, supervisors and applicants throughout the full cycle of recruiting, while ensuring compliance with federal and state employment laws, and county policies.
• Reviews employment applications and supporting documentation to determine candidate eligibility as determined by minimum qualifications and any further criteria requested by the hiring department.
• Prepares job offers and assists with salary negotiations.
• Creates and posts job requisitions on County website and job boards.
• Assists with the administration of the Drug Free Workplace program for new hires, Change in Status, and receipt of commercial driver licenses (CDL); coordinates scheduling of drug screening, PPD testing, required physicals, and associated training.
• Processes Change In Status reports for internal promotions and/or transfers.
• Identifies potential candidate sources and makes recommendations regarding strategies for recruitment, to include the use of social media to recruit qualified applicants.
• Evaluates departmental interview questions and provides guidance to ensure compliance with County policies, State, and federal laws.
• Performs reference checks and background screenings; evaluates the information for inconsistencies and concerns which may require follow-up.
• Maintains applicant tracking system, recruiting statistics; prepares reports in compliance with mandated retention of records.
• Assists with planning, coordinating and implementing County-sponsored job fairs for the benefit of participating Okaloosa County departments/divisions; attends area job fairs & recruiting events to promote Okaloosa County BCC to potential applicants.
• Conducts phone screenings and coordinates interviews with hiring teams as needed.
• Maintains and ensures the integrity of the department's filing system, both electronic and paper.
• Performs other duties as assigned.
MINIMUM QUALIFICATIONS
Education, Training and Experience. Associate's degree with course work emphasis in Human Resource Management, Business Administration or closely related field supplemented by a minimum of three (3) years of progressively responsible experience in the human resources field; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Requires a minimum typing speed of 35 words per minute. Experience with Microsoft Word and Excel software is required. Recruiting experience preferred. Experience with a state or local government is preferred. Experience with Microsoft Access software is preferred. Experience with Workday is preferred. Experience recruiting using social media is preferred.
Licenses and/or Certifications. Requires a valid driver license.
OTHER REQUIREMENTS
Physical Requirements: Requires periodic walking and standing. Requires the ability to operate modern office equipment, to include computers, copy machines, and related. Must be able to exert 25 to 50 pounds of force occasionally and a negligible amount of force frequently to lift, carry, push and pull or otherwise move objects. Physical demands are essentially those of sedentary work.
Language Ability: Requires the ability to communicate effectively in English, including the ability to convey, record and exchange information; requires the ability to explain procedures and to issue and follow verbal and written instructions. Requires the ability to communicate effectively and efficiently in a variety of technical and/or professional languages used within the parameters of the job. Requires ability to read a variety of moderately complex records, reports, policy and procedure manuals, codes, professional journals, etc. Requires the ability to read and interpret policy and procedure. Requires the ability to prepare forms and reports using prescribed formats, and adhering to all rules of grammar, spelling, diction and punctuation.
Intelligence: Requires the ability to apply principles of logical thinking to define problems, collect data, establish facts and draw valid conclusions; to interpret a variety of technical instructions in written and oral; to make independent judgments; to acquire knowledge of topics related to primary occupation.
Numerical Aptitude: Requires the ability to add and subtract, multiply and divide, use decimals and determine percentages.
Interpersonal Temperament: Requires the ability to tactfully and effectively interact with the public and with co-workers. Must be able to perform under stress. Requires the ability to exercise consistent tact and courtesy in frequent contact with various professionals, county staff and the general public.
