Job description

Job Title: Truancy and Residency Security Officer
Department: Safety and Security
Reports to: Supervisor of Safety and Security
Building/School: District wide
Salary: Act 93
Date: June 29, 2026
PRIMARY PURPOSE:
The Truancy and Attendance Officer serves within the Safety and Security Department and is responsible for enforcing compulsory attendance laws and ensuring full compliance with Pennsylvania Act 47 and all related truancy procedures. This position combines enforcement, intervention, home visitation, residency verification, and cyber charter oversight to protect the integrity of district enrollment and ensure students meet compulsory attendance requirements.
This role balances accountability with structured, contracted family support while maintaining firm adherence to state law and district policy.
This position works closely with: Central Registration, Building Principals, School Counselors, SAIP Team, Student Services, Cyber Program Office, OYFS, Catholic Social Services, and District Leadership
QUALIFICATIONS:

  1. High School diploma or GED
  2. Current Act 235 Lethal Weapons Certification and License to Carry Firearms (Title 18 Pa.C.S. § 6109) (or ability to complete within 6 months).
  3. Completion of NASRO Basic SRO Course or Act 67-approved equivalent (or ability to complete within 12 months).
  4. Current CPR/AED/First Aid certification (or ability to obtain within 90 days).
  5. Experience in school administration, student services, law enforcement, or social services strongly preferred.
  6. Knowledge of Pennsylvania compulsory attendance law and Act 47 provisions preferred.
  7. Graduate of Act 120 Municipal Police Academy, PA State Police Basic Training, or equivalent academy preferred
  8. Experience conducting home visits, working with community agencies, or security experience is preferred.
  1. Crisis Intervention Training (CIT) training preferred
  2. Strong documentation and communication skills required.
  3. Valid driver's license required.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  1. Attendance Monitoring and Compliance
  2. Monitor daily attendance data across assigned schools.
  3. Ensure strict compliance with all procedures required under Act 47 and the Pennsylvania Public School Code.
  4. Identify students approaching chronic and habitual truancy thresholds through building principals and the SAIP process.
  5. Initiate required notifications and documentation within mandated timelines.
  6. Maintain legally sound records of all interventions and communications.
Home Visits and Residency Verification
  1. Conduct home visits for students with chronic or habitual absenteeism.
  2. Conduct residency checks in coordination with Central Registration/Cyber Academy to verify district enrollment eligibility.
  3. Clearly communicate compulsory attendance expectations to families.
  4. Document findings from all home visits and residency checks.
  5. Work in coordination with Catholic Social Services during home visits when appropriate to ensure families follow through with agreed upon supports and interventions.
  6. Ensure follow up occurs after initial contact and document outcomes.
Cyber Charter Residency Verification
  1. Work collaboratively with the district Cyber Program Supervisor to verify residency for students enrolled in cyber charter schools.
  2. Work with Central Registration on cyber charter residency verification.
  3. Assist in conducting required residency verifications in accordance with state law.
  4. Coordinate documentation and communication related to disputed residency cases.
  1. Support the district in protecting tuition expenditures by ensuring only eligible resident students are enrolled.

Court and Agency Collaboration
  1. Prepare truancy cases for referral to the appropriate court when required in coordination with building administration.
  2. Coordinate with juvenile probation, Office of Youth and Family Services, NEIU, Catholic Social Services, and other community partners.
  3. Attend hearings and provide testimony as necessary.
  4. Monitor compliance with court ordered directives.
SAIP Coordination
  1. Develop, facilitate, and monitor School Attendance Improvement Plans.
  2. Schedule and lead SAIP meetings with families and building administrators.
  3. Ensure plans are actionable and aligned with Act 47 requirements.
  4. Track compliance and escalate when families fail to meet agreed expectations.
Interdepartmental Coordination
  1. Operate under the Safety and Security Department to ensure attendance enforcement aligns with district accountability standards.
  2. Collaborate with building principals to ensure consistent enforcement of attendance policy.
  3. Work closely with Central Registration on enrollment and residency matters tied to attendance.
  4. Provide regular updates to the Supervisor of Safety and Security and district leadership.
Data and Reporting
  1. Maintain detailed reports on truancy trends, home visits, residency checks, cyber charter verifications, SAIP outcomes, and court referrals.
  2. Assist in preparing district compliance reports related to Act 47 and cyber charter oversight.
  3. Use attendance and residency data to recommend procedural improvements.
PHYSICAL DEMANDS:
  1. Must be able to stand, walk, or run for extended periods; climb stairs and ladders; maintain balance on uneven surfaces; and push, pull, or lift 50 pounds or more.
  2. Must have the ability to patrol large campuses efficiently, respond rapidly on foot to emergencies, and operate in both indoor and outdoor environments under varying conditions.
  3. Required to wear district-issued safety equipment, including soft body armor, and carry communication devices (e.g., portable radio) throughout the entire shift.
  4. Must be able to operate district vehicles, radios, and other security equipment under stress.
  5. Adequate visual and auditory acuity is required for strong situational awareness and firearms proficiency.
  6. Must maintain high levels of physical readiness, mental alertness, quick decision-making, and stress resilience to perform effectively during crises.
  7. Must also be able to function in high-stress environments with frequent interruptions, remaining calm, focused, and capable of making sound decisions under pressure.
