About the Role

The Senior Licensing & Compliance Manager is a high-trust, high-accountability seat responsible for owning every license, insurance policy, vehicle and equipment registration, OSHA and safety filing, data privacy requirement, and compliance obligation that allows JKR Windows to legally and safely operate across every market we serve. This person ensures nothing falls through the cracks, ever, and builds the systems to make that possible at scale.

Core Responsibilities

Licensing

  • Obtain, renew, and maintain all contractor, home improvement, and business licenses across all operating states and municipalities
  • Track license expiration dates and manage renewal timelines proactively
  • Research licensing requirements when the company enters new markets or expands service areas
  • Liaise with state licensing boards, municipalities, and third-party licensing agencies
  • Manage qualifying agent/licensee relationships
  • Maintain a centralized tracking system for every license expiration, renewal, and compliance requirement

Regulatory & Legal Compliance

  • Ensure company operations comply with applicable federal, state, and local laws including FTC regulations (3-day right of rescission for home solicitation sales), CFPB rules if financing is offered, and state-specific home improvement contract laws
  • Monitor regulatory changes and communicate impacts to operations, sales, and legal teams
  • Maintain all required bonds and certificates of insurance tied to licensing
  • Partner with the legal department on contract language, disclosure requirements, and consumer protection compliance

Safety Compliance

  • Administer and enforce OSHA standards applicable to window installation and field operations (fall protection, hazard communication, PPE, ladder safety, etc.)
  • Develop and maintain safety programs, written plans (e.g., Hazard Communication Plan, Fall Protection Plan), and incident reporting procedures
  • Conduct or coordinate safety audits and jobsite inspections
  • Lead or coordinate response to OSHA inspections or citations
  • Coordinate W-2 installer onboarding compliance in partnership with HR and accounting

Permitting

  • Own permitting strategy and execution across all active markets

Equipment, Fleet & Vehicle Compliance

  • Oversee vehicle, trailer, and fleet compliance including registrations, insurance, and per-unit expense tracking
  • Ensure installation tools and equipment meet safety standards and are on a documented maintenance and inspection schedule
  • Manage DOT compliance for company vehicles where applicable, including fleet regulations, driver qualification files, and MVR checks

Training & Documentation

  • Develop compliance training programs for field technicians, sales staff, and managers
  • Maintain compliance records, audit trails, and documentation libraries
  • Deliver weekly and monthly compliance reporting to senior leadership
  • Actively manage risk mitigation across every regulatory and compliance domain

Qualifications

Required

  • 5+ years of compliance, licensing, contractor administration, or regulatory affairs experience, ideally in home services, construction, or a similarly regulated industry
  • Bachelor’s degree in Business, Legal Studies, Construction Management, Paralegal Studies, Accounting, or related field, or equivalent combination of experience and proven track record
  • Demonstrated experience managing contractor and business licenses across multiple states; direct experience with state contractor licensing boards preferred
  • Strong understanding of insurance certificates, additional insured language, and subcontractor compliance
  • Working knowledge of OSHA standards relevant to construction and residential work
  • Familiarity with fleet compliance, data privacy laws, and home improvement consumer protection laws (state-specific HIC laws, FTC Cooling-Off Rule)
  • Highly organized, tech-savvy, and comfortable building systems from scratch
  • Persistent, direct, and unafraid to follow up until the answer is clear
  • Comfortable working with state agencies, brokers, attorneys, CPAs, and internal leaders
  • Proficient in Google Workspace, Excel, ClickUp or similar PM tools; able to learn ViewPoint and Salesforce quickly

Preferred

  • Paralegal certification or job-relevant licensure
  • Experience with Home Improvement Consumer Protection laws (state-specific HIC laws, FTC Cooling-Off Rule)
  • Familiarity with financing compliance (TILA, state lending disclosures) if the company offers payment plans
  • Experience in a multi-state or national rollout environment
  • Certified Safety Professional (CSP) or OSHA 30 certification
  • Experience as a state-licensed qualifier in the construction space (carries additional compensation when applicable)

Compensation Range.

  • Base Salary: $80,000 – $115,000 depending on experience
  • Bonus Compensation:

This role is the starting point of what will become a full Licensing and Compliance department at JKR Windows. As the company scales, the right person in this seat will have the opportunity to build a team, expand scope, and grow into executive leadership.
