Job description

PSCI-LIA, a fast-growing 8(a), SDVOSB, and woman-owned small business, is seeking a Project Manager for an upcoming contract.

Position Summary:

The Project Manager is the single point of accountability for daily performance of USTDA's Information Resource Center (IRC) Administrative Support Services contract. The PM has full authority to act for the contractor on all contract matters, supervises 7 SCA-covered IRC staff on-site at USTDA's Arlington office, owns the Quality Control Plan, manages the Phase-In Plan within 40 calendar days of award, leads recurring meetings with the CO/COR, and ensures continuous compliance with USTDA, FAR, DD-254, NARA, FOIA, and Service Contract Act requirements.

Key Responsibilities:

  • Serve as Key Personnel and primary on-site liaison to the USTDA Contracting Officer (CO) and Contracting Officer's Representative (COR).
  • Lead day-to-day operations of the IRC including records management, FOIA/Privacy Act support, administrative support, reception, mailroom, conference/AV support, and project information services.
  • Develop, submit, and execute the Phase-In Plan within 10 calendar days of award and assume full operational responsibility within 40 calendar days (PWS D.1.17).
  • Author and maintain the Quality Control Plan (due 20 calendar days after award) and report on QC metrics per PWS D.1.12.
  • Supervise, mentor, and evaluate 7 SCA-covered IRC staff; oversee cross-training, scheduling, leave coverage, and workload balancing.
  • Plan, schedule, budget, and report on all contract deliverables (e.g., IRC Manual, training plan, annual NARA Records Management Self-Assessment data).
  • Manage personnel substitutions per PWS D.1.10.4 (15-day advance written notice with substitute resume).
  • Provide on-site technical support and AV troubleshooting during executive events when needed.
  • Maintain GFE inventory and the government-issued mobile phone for official business only.
  • Ensure all staff hold and maintain SECRET clearances and FACs; coordinate with Facility Security Officer (FSO) on DCSA filings.

Required Education:

  • Bachelor's degree REQUIRED. Business, management, public administration, information management, or related field PREFERRED.
  • Master's degree (MBA, MPA, MIS) is a plus but not required.

Required Experience:

  • Minimum 15 years of relevant professional work experience (PWS D.1.4 - Project Manager).
  • Demonstrated strong leadership, management, and supervisory experience over multi-person federal admin/records services teams.
  • Demonstrated analytical and organizational skills; strong interpersonal, oral, and written communication.
  • Direct experience with performance and oversight of a Quality Control Program (QCP).
  • Proficiency in project planning, scheduling, budgeting, and reporting.
  • Experience in administrative services such as office management, records, human resources support, or procurement.
  • Experience analyzing and implementing business processes (process maps, SOPs).
  • Experience leading projects, including creating project plans, milestones, and risk registers.
  • Proficient in software for data analysis, financial management, and project management (e.g., MS Project, Smartsheet, Excel, Power BI).
  • Demonstrated ability to organize and manage multiple concurrent tasks.
  • Experience with risk management related to timelines, costs, or compliance.
  • Experience using data to make decisions, measure performance, and improve outcomes.
  • Understanding of budget management, contractor personnel oversight, and other relevant administrative functions.
  • Ability to provide on-site technical support, troubleshooting AV issues during events.

Preferred Qualifications / Certifications:

  • PMP (Project Management Professional) certification.
  • ITIL or Lean Six Sigma (Green Belt or higher).
  • Records Management certification (e.g., Certified Records Manager (CRM), NARA Federal Records Management).
  • Prior experience supporting USTDA, State Department, or other federal foreign-affairs/trade-promotion agencies.
  • Prior experience as PM on a Service Contract Act (SCA)–covered admin services contract.

Clearance & Eligibility Requirements:

  • US Citizenship required (PWS D.1.4).
  • Must possess or be able to obtain and maintain a final SECRET security clearance issued by DCSA. An active interim Secret may be acceptable for non-Project Manager positions per PWS D.1.5.1, subject to Contracting Officer discretion.
  • Candidates without a current clearance must be eligible to be processed for a Department of State (DOS) Personal Identification Facility Access Card (FAC) prior to start.
  • Must complete and pass Certification of Personnel requirements per RFP Section E.1.8 (Certification confirms availability for award and commitment to the position).
  • Must consent to and pass a USTDA non-disclosure agreement (NDA) and abide by USTDA dress code, FAR-mandated conduct, and DD-254 classification handling rules.

Compensation & Benefits:

Base salary starting at $135,000.  Total compensation included benefits (medical/dental/vision, 401(k) match, PTO, holidays, professional development, life/disability insurance) Compensation contingent on LIA contract award. Final offer based on experience, clearance status, and certifications.
