Job description

Duties * You will establish accounting policies, organization goals and accounting operations, as it relates to financial systems. * You will analyze and interpret voluminous and complex data contained in financial reports. * You will ensure that the financial system satisfies the overall policy guidelines. * You will study, develop and implement accounting systems and continually monitor, assess the effectiveness of and initiate modifications. * You will provide financial systems assistance to Program Managers, Functional Directors, and others. * You will represent the Command at meetings with appropriate Navy, TRANSCOM and DFAS representatives on matters relating to the financial management system and ensuring the integrity of the records and reports. * You will serve as the Command's Funds Management (FM) Module Lead within Navy Enterprise Resource Planning (NERP). * You will administer and validate Navy Fund Codes, ensuring direct alignment with proper references and Navy ERP systemic Tables and functional translation of codes to full Lines of Accounting (LOA). * You will manage all systemic requirements related to budget execution, distribution, and fund control including full audit compliance within NERP to guard against Anti-Deficiency Act (ADA) violations. * You will troubleshoot and resolve complex system execution defects, cross-module integration issues (FI, CO, MM, PS), and LOA/Fund Code failures between NERP and DFAS." Qualifications GS-13 In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: * Experience with assisting in the formulation and establishment of long-range and short-range plans for financial management systems and operations to ensure a logical/efficient framework for MSC on a worldwide basis. * Experience providing leadership and management on financial system matters inclusive of account analysis, financial system reports, the Financial Data Mart (FDM), management and maintenance of Financial Management System (FMS) projects and CFO compliancy. * Experience establishing accounting policies, organization goals and accounting operations, as it relates to financial systems, consistent with the objectives of the Navy and TRANSCOM and conforming to existing laws, regulations and approved financial principles and standards. * Experience with ensuring that the financial system satisfies the overall policy guidelines established by the Commander, MSC; Commander, U.S. Transportation Command (TRANSCOM); Assistant Secretary of Defense (Comptroller); Assistant Secretary of the Navy (FM&C); Defense Finance and Accounting Service (DFAS); and ensuring CFO compliancy, a Presidential/Congressional initiative. * Experience with analyzing and interpreting voluminous and complex data contained in financial reports. * Experience serving as a lead or subject matter expert for Navy Funds Management (FM) and/or Funds Control. Specific module experience within Navy Enterprise Resource Planning (NERP) or an equivalent SAP-based financial system is a plus. * Experience executing budget distribution, monitoring obligations and expenditures, and managing/reconciling DoD or Navy Fund Codes against master data tables and/or budgetary controls. OR A combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. My background also includes one of the following: 1) 24 semester hours in accounting or auditing courses of appropriate type and quality; or, 2) a certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination, or; 3) completion of the requirements for a degree that included substantial course work in accounting or auditing.
