Job description

GovCIO is currently hiring for a Junior Systems Engineer to support the Cloud Data Pipeline (CDP) and engineering services across U.S. Coast Guard (USCG). This position will be located in Kearneysville, WV and will be a hybrid position.
Responsibilities
As a Junior Systems Engineer you will support the systems engineering, implementation, routine maintenance, and lifecycle sustainment of the Cloud Data Pipeline (CDP) to create an enterprise approach to data ingestion and sharing. Key responsibilities include:
  • Perform entry-level tasking and technical support for planning and executing the implementation of CDP within USCG-designated environments.
  • Support the implementation, routine maintenance, and basic sustainment of data ingestion and data sharing capabilities between designated source/recipient systems and the CDP.
  • Assist in utilizing the Confluent platform and Apache Kafka to reduce information silos, consolidate data, and ensure data is accessible across the USCG.
  • Perform foundational tasking and provide troubleshooting support for planning and executing scheduled maintenance of the CDP platform.
  • Complete basic administrative tasking and system configurations to support the long-term sustainment of CDP within USCG-designated environments.
  • Support data integrity and accessibility goals to ensure enterprise data remains discoverable, resilient, and usable.
  • Follow engineering workflows to ensure all CDP implementation and maintenance activities comply with USCG software implementation, configuration, operational, and security standards.
  • Follow engineering checklists to ensure all CDP sustainment activities comply with USCG software sustainment, configuration management, and lifecycle management standards.

Qualifications
High School with 3 - 6 years (or commensurate experience)
Required Skills & Experience
  • DoD 8570 IAT Level II certification (Security+ CE, CySA+, etc.) active and in good standing.
  • Experience or foundational programming knowledge in Java, .NET, or Python.
  • Basic, junior-level understanding of system engineering processes, requirements analysis, configuration management, and systems architecture concepts.
  • Ability to complete the USCG Privileged User Management Program Process (PUMP) to obtain a Role Based Access Control (RBAC) administrative account requiring both a .14 token and a .1c token.
  • Ability to document technical procedures, follow engineering guidance, and collaborate in team-based technical discussions.
  • Strong communication skills and willingness to learn in a fast-paced, mission-critical enterprise data environment.

Clearance Required: Active Secret Clearance
Preferred Skills & Experience
  • Experience supporting U.S. Coast Guard or Department of Homeland Security (DHS) programs.
  • Prior hands-on exposure, training, or knowledge of the Confluent platform and Apache Kafka ecosystems.
  • Familiarity with enterprise data systems, cloud architectures, or IT modernization initiatives within a federal environment.
  • Exposure to Infrastructure-as-Code, pipeline automation, or low-code platforms.
  • Analytical mindset with a focus on continuous technical growth in junior-level systems and data engineering.
