Job description

Duties Description This position will provide direct support to a Senior Accountant to ensure Accounts Payable (AP) transactions are processed accurately and efficiently. These transactions must be completed timely to comply with State Finance Law and NYS Office of State Comptroller (OSC) guidelines. The position will assist in payment processing through the preparation, and approval of AP vouchers in the Statewide Financial System (SFS).

The Accountant Aide will act as a liaison to the NYS Business Services Center (BSC). The BSC is designated on behalf of OCFS to process vendor invoices, secure approvals and administer payments. The trainee will be relied upon to support the BSC with safeguarding prompt payment of vendor invoices.

In addition, the incumbent will collaborate and provide oversight with the BSC to process fees to acquire prospective daycare provider's out of state (OOS) background checks for the Division of Child Care Services (DCCS). The trainee will aid in managing DCCS Refund of Appropriation's (ROA)'s for each grant check returned by their recipients. These transactions support DCCS to comply with federal regulations and grant management.

The position will have the following responsibilities: Process and approve accounts payable vouchers received by the Agency within prescribed guidelines. Monitor the NYS BSC's agency vendor invoice queue and approve invoices promptly. Assist the Senior Accountant with overseeing the DCCS ROA process by resolving budget and program matters and providing direction to AP data entry staff.

Reconcile excel documents and create formatted templates to transmit OOS payments to BSC for processing. Gather financial information from the SFS and other systems for the Senior Accountant use in report preparation activities. Prepare written correspondence to solicit necessary information.

Work with internal and external departments and outside entities to obtain the necessary information and facilitate next steps. Respond to accounts payable payment inquiries. Contribute with data preparation required management reports; analyze reports received by external agencies or departments and provide feedback on such reports.

Additional duties will be discussed in detail at the interview. Minimum Qualifications One year of permanent competitive or 55b/c service in this title or in a title eligible for 70.1 transfer. This position may be designated 55 b/c and is subject to verification of applicant eligibility

Open to the Public: Accountant Aide Trainee 1 (Equated to a SG-9) Six semester credit hours in accounting, auditing, or taxation courses; AND either: One year of full-time experience gathering, preparing and updating financial data, financial reports, and records; OR: One year of full-time experience reconciling accounts and data, reviewing accounting and auditing reports, and verifying accuracy of calculations, balances, and supporting documentation; OR: One year of full-time experience assisting accountants or auditors conducting financial and program audits by counting, verifying, and reconciling inventory and cash on hand, determining and verifying the accuracy and propriety of transactions, records, reports, and statements. Accountant Aide Trainee 2 (Equated to a SG-11) Nine semester credit hours of accounting, auditing, or taxation courses; AND 18 months of full-time experience as described above. Accountant Aide (SG-13) Twelve semester credit hours of accounting, auditing, or taxation courses; AND two years of full-time experience as described above.

NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). To be considered for appointment through NY HELPS, candidates must meet the open-competitive minimum qualifications for this position. For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

It is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Background Investigation Requirements: 1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee's employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations.

Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.

3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
