Purpose of the Position:

The Designated Person Ashore (DPA), as identified by the ISM Code, is the person based ashore whose influence and responsibilities significantly affect the development and implementation of a safety culture within the Company. The Director HSQE / DPA is responsible for monitoring the safety, security, and pollution prevention aspects of the operation of each vessel and ensuring that adequate resources and shore-based support are applied, as required. The incumbent is also responsible for the oversight and effective implementation of the OSG Management System in accordance with the ISM Code and the ABS HSQEEn Guide as applicable to SQE, including implementing the applicable requirements of MLC 2006 associated with employee health and safety. The DPA provides a link between Seafarers, and the Company to ensure the safe operation of each vessel.     

This position is required to balance daily operational demands while applying knowledge of concepts and practices in employee health, safety, security, quality, and environmental protection in support of Company objectives, including the development of programs and procedures necessary for continuous improvement. In doing so, the incumbent will be required to interface with internal and external stakeholders including the flag state, port states and customers.

Core Job Functions: 

• Ensure conformance with the International Safety Management (ISM) Code through the effective communication, implementation and oversight of the safety and environmental protection policies and the Management System (MS).
• Monitor the safety, security, and pollution prevention aspects of the operation of each vessel under company’s Document of Compliance, ensuring that adequate resources and shore-based support are applied, as required.
• Report significant issues related to safety and environmental performance to Top Management.
• Implement programs designed for continuous improvement throughout the organization, and work with others to define corrective actions, identify lessons learned, and ensure best practices are shared with fleet.
• Responsible for promoting and maintaining safety and environmental awareness programs with assigned team, and serving as liaision with Operations and management to insure that implementation and follow up takes place concerning all company safety initiatives.
• Evaluate and review the effectiveness of the MS, including organizing and conducting MS review meetings, at least annually, with management.
• Develop, implement and manage internal audit programs, as well as documented operating policies and procedures, to ensure adherance to a wide range of marine regulatory requirements and customer expectations.
• Review the findings of all audit reports.
• Ensure that all accidents, incidents and near misses submitted by the fleet are properly investigated.
• Ensure that effective corrective and preventive actions arising from investigations, audits, or as may be needed from analyzing findings and trends, are implemented as appropriate.
• Make recommendations to Top Management for process improvements related to the safe and pollution free operation of vessels.
• Ensure proper recording, assignment, and resolution of items within the MS.
• Manage the provision of security on board vessels to ensure compliance with all aspects of the ISPS Code and MTSA, and ensure that updated and accurate ship security risk intelligence is forwarded to vessels as needed.
• Manage the HSQE budget for the department and fleet.
• Participate as a member of the emergency response team as needed.
• Ensure that safety and environmental recognition programs are established to recognize personnel for their efforts in safety and environmental performance.
• Provide leadership, motivation, direction, instruction, and assistance to assigned staff, set performance goals for staff, and continually provide feedback regarding actual performance.
• Represent the Company in a professional manner to provide efficient and economic service to all customers.
• Participate in the development and/or revision of MS procedures to achieve effective guidelines, as required.
• Managing relationships across the organization to develop systems.
• Participate and engage in Saltchuk Corporate Safety initiatives and data reporting requirements as well as ensuring alignment with corporate reporting requirements for significant HSQE events.
• Perform all other duties assigned by supervisor or manager.

Core Competencies:

• Bachelor’s degree in Marine Transportation or related field required, Maritime Academy graduate preferred.
  • Previous experience preferred in a similar shore-based role.
• Ten to fifteen years’ experience in the maritime industry with a high level of understanding of both technical and operational aspects of tank vessel operations.
• Sound knowledge and understanding of American Bureau of Shipping, United States Coast Guard, and international regulations and protocols relating to company vessels required.
• Strong computer skills and working knowledge of Microsoft Office products required.
• Marine incident investigation and root cause analysis training, with extensive practical experience in performing incident investigations required.
• Planning and/or budgeting experience required.
• Extensive experience and/or training in safety and environmental management practices for the marine transportation industry required.
• Certified Auditor of Safety, Quality and Environmental management systems required.
• Company Security Officer Certification required.

• Ability to visit and board vessels in port or at anchor (requires using a gangway with a grade of 30-60 degrees, or a Jacob’s ladder from a water taxi).
• Ability to enter and inspect confined spaces.
• Possess good sensory perception (sight, smell, hearing, touch).
