Job description

Job Summary
This position is located in the Department of Energy and Environment (DOEE), Environmental Services Administration, Lead-Safe and Healthy Housing Division. The mission of DOEE is to protect and restore the environment, conserve natural resources, and improve the quality of life in the District of Columbia. As the nation's capital city, the District will become a model of environmental protection and sustainable environmental practices. This position serves as the Chief of Prevention and Licensing Branch. The position is responsible for planning, coordinating, and implementing the programmatic objectives of the District's Child Development Centers Lead in Drinking Water Filtration program, Mold Licensing compliance and enforcement program, and Radon testing program. The objective of the position is to increase the effectiveness of compliance to District and Federal Lead in Drinking Water regulations and enforcement of the Air Quality Amendment Act of 2014 through the review of program operations to develop or improve methods, procedures, and controls; to supervise environmental compliance specialists, scientists, and administrative staff; and to manage schedules, budgets, and federal grant commitments. The incumbent should possess professional knowledge of principles and concepts, technologies, and principles applicable to drinking water quality, Environmental Health, and indoor air quality controls.
Duties and Responsibilities
Provides oversight, coordination, and direction for the assigned branch and programs in the District, including, providing environmental investigation and compliance services, and collecting, reporting, and analyzing data. Supervises investigations of complaints related to mold license holders; issue fines to violators who fail to comply with mold laws and regulations. Manages the day-to-day operation of the Branch including the interpretation of rules, regulations, statutes, policies, and standards as they pertain to lead and mold abatement and other related activities and prevention of lead poisoning and mold. Provides technical advice and regulatory guidance to regulated entities at licensed Child Development Facilities. Monitors and evaluates routine operations and special activities for efficiency, effectiveness, and compliance with policies and procedures.
Supervises and effectively utilizes employees of the Branch which consists of environmental protection specialists, para-professional, and administrative support personnel. This includes the assignment and review of work; utilization of personnel to accomplish work objectives and to develop increased capabilities of employees; rating employee performance in accordance with established standards; recommending personnel actions; interviewing and selecting new employees; approving leave; investigating complaints and resolving differences between employees; providing for professional development and training, and giving such other guidance as needed to ensure the expeditious accomplishment of work and the development and maintenance of competent staff. Develop standard operating procedures for drinking water sample collection, water filter installation, and radon testing. Recommend program funding to ensure mission requirements are funded. Develop proposals for contractual services, operating agreements, and grants.
Qualifications and Education
Specialized Experience: Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must be equivalent to at least the next lower grade in the normal line of progression.
It is preferred that the applicant possesses a bachelor's degree in environmental health, public health, industrial hygiene, or a related field and a minimum of five (5) years of progressively responsible experience related to environmental health, public health, or industrial hygiene.
Licenses and Certifications
Must have a valid driver's license.

Duration of Appointment: This is a Management Supervisory Service (MSS) regular appointment position which is considered At Will.
Collective Bargaining: This position is not in a collective bargaining unit.
Position Designation: This position has been deemed Security Sensitive under the guideline of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure.
Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.
Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
