Main Purpose of Job

The primary purpose of the AFS Developer is to support all technical aspects, maintenance, and optimization of the agency’s enterprise software portfolio, focusing primarily on the Microsoft Dynamics 365 Finance and Operations solution. Embedded within the Operations Digital Solutions Pillar of the Technical Support Team, this role serves as the critical bridge between high-level technical development—designing custom solutions and automation using and Power Automate—and day-to-day operational stability to ensure 24/7 system reliability.


POSITION DUTIES

  • Design, develop, and implement major modifications using X++ and AOT elements.

  • Develop Microsoft Power Automate and Robotic Process Automation (RPA) to streamline operational workflows and reduce manual intervention.

  • Design, test, and maintain robust software solutions using .NET, C#, X++, Visual Studio tailored to specific business needs.

  • Develop and support Power BI integrations and SSRS report customization to provide executive-level visibility for the PMO and DCIO.

  • Develop major and minor modifications using best practices with the D365 framework.


MINIMUM QUALIFICATIONS

Experience: Seven years of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software.

  • Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and thirty credit hours from an accredited college or university in Computer Science, Computer Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology for four years of the required experience.

  • Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and one year of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software for four years of the required experience.

  • Candidates may substitute experience operating computer systems; or scheduling, controlling input and output to process data on computer systems; or evaluating, implementing and maintaining computer hardware and software; or converting data from project specifications by developing program code using generally accepted computer programming languages on a year-for-year basis for a high school education.

  • Candidates may substitute the possession of a Bachelors degree from an accredited college or university in Computer Science, Computer Information Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology and three years of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software for the required experience.

  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Computer Systems Operations classifications or Computer Systems Operations specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.


DESIRED OR PREFERRED QUALIFICATIONS

  • One year of experience utilizing Microsoft Dynamics 365 (D365) or a similar cloud-based Enterprise Resource Planning (ERP) system to manage workflows, process financial transactions, or generate administrative reports.

  • One year of experience processing financial accounts, system adjustments, or benefits payments (such as Emergency Assistance or child placement subsidies) within a local, state, or federal government agency.

  • One year of the required experience must have involved utilizing a cloud-based automated financial system to manage enterprise workflows, accounting, or budgeting.

  • One year of the required experience must have been in a human services or government agency environment managing service logs, tracking cases, or auditing benefit payment distributions (such as emergency assistance or placement subsidies).

  • One year of experience using Microsoft Excel to create spreadsheets, validate data accuracy, and track financial reconciliations or retroactive adjustments.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.


Leave may be granted to a contractual employee at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
